About this file
This is a Justification for Single Source Award document from the Department of Veterans Affairs for keyed access hardware cores from Medeco, associated with RFP 36C25225R0004 for Project 585-21-115 Replace Boiler Plant at the Oscar G. Johnson VA Medical Center in Iron Mountain, MI.
The document justifies a single source procurement of Medeco keyed access hardware cores valued at approximately $20,000, which must be compatible with the existing security system per the VA Physical Security Manual requirements. While the hardware must be sourced from Medeco, the installation services do not need to be single-sourced. The justification notes that market research was deemed unnecessary since this is a brand-name requirement for daily operations and maintenance. The document is signed by Contracting Officer Kristi Kluck on November 21, 2024, and includes certification that price reasonableness will be verified prior to award in accordance with FAR 13.106-3.

Project: 585-21-115 Replace Boiler Plant Single Source Item: Keyed Access Hardware
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Oscar G. Johnson VA Medical Center in Iron Mountain, MI. Reference 2237 #585-25-1-6951-0003.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Keyed access hardware core from Medeco. Per the Physical Security Manual, all new keying hardware cores must be compatible with the existing security system to maintain safety at each facility. Single sourcing will only be for the hardware; installation does not need to be procured from a single source. Estimated amount is $20,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Again, per the Physical Security Manual, all new keying hardware cores must be compatible with the existing security system to maintain safety. Reference Physical Security Design Manual for Mission Critical Facilities (va.gov).
4. Description of market research conducted and results or statement why it was not conducted:
Again, per the Physical Security Manual, all new keying hardware cores must be compatible with the existing security system to maintain campus safety. Market research is unnecessary for brand-name daily operations and maintenance requirements.
5. Contracting Officer's Certification: In accordance with FAR13.106-1(b), single source purchase is approved. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. IAW FAR 13.106-3, price reasonableness will be verified prior to award.
