Previous project experiences of this type has shown that new system operations often finds items that need to be tweaked in operations. Sometimes there is a shutdown with a mod or tweak to restart. Some projects the government made contractor re-start the clock of 30 days causing issues with the POP and LDs. On this project with the 30 day startup and operation, will the government/VA require the contractor to re-start the 30 day clock? That is, when an issue occurs and a stop happens, can we make the tweak and re-start and continue with current clock timing? i.e. we don't have to go back to day zero.”
VA REPLY: Commissioning must be fully completed and accepted prior to moving to phase 5. It is not the intent of the government to restart the clock due to minor corrective actions that need to take place during the 30 days. VA REPLY: The contractor may utilize ProCore, but the government may also independently maintain their own project management software, such as ProCore or Submittal Exchange
17.34 “30 Day Boiler Start up Phase 4: Will the government perform a final walk thru approval process with the new boiler plant at the 30 day period? Will the government / VA provide formal acceptance thus allowing the project to proceed phase and project completion? Will that be a formal NTP to proceed on final phase?”
VA REPLY: Final walk through will be completed following demolition of the existing plant, which will occur following the boiler commissioning. At the end of the successful 30-day concurrent period, the government will provide a notice of formal acceptance which allow the demolition phase to commence.
17.35 “Spec 01 00 00 1.5B: Will the VA provide badging process for contractors employees in advance after award in order to mobilize? What are the badging and security process for allowing contractor staff on project?: Will the VA provide badging process for contractors employees in advance after award in order to mobilize? Is there any sensitive information, CUI, etc. that will be associated or where the contractor may need to be aware of?: The spec notes document control of sensitive government information. Is there any sensitive information, CUI, etc. that will be associated or where the contractor may need to be aware of?”
VA REPLY: Building automation systems, physical security systems, fire alarm controls are all sensitive information. The subcontractor performing integration to the main facility for this project will need to procure increased security access. All current service contractors working on these systems for the facility currently hold such access.
17.38 “Spec 01 00 00 1.5E: Where or what area is designated for contractor employee parking on this VA hospital complex for construction phases.”
VA REPLY: Contractor will need to arrange for offsite parking or park within their fenced-in construction area.
17.39 “Temporary water and power: Can the contractor use the VA existing water and power sources without cost for temporary construction activities along with temporary field offices?”
VA REPLY: The government will not provide temporary utilities for the contractors. Reference spec 01 00 00 section 1.18.
17.40 “23 21 11 para. 2.15: Specs call out for factory installed globe valves on steam valves. Detail 7 / MP501 shows welded valve with O-Lets for bypass. Can we use O-Lets for bypass around the valves? See pic snip.”
VA REPLY: Under Section 3.2 paragraph (D) reads "Steam line gate and butterfly type isolation valves 75 mm (3 inch) pipe size and above shall have factory or field-fabricated 20 mm or 25 mm (3/4 inch or 1 inch) globe-valved warm-up bypasses..."
17.41 “Spec 01 00 00 I-2.: Page 14 pf 01 00 00 speaks on existing emergency power distribution in the new building footprint and temporary emergency power and need for contractor to have input from VA stakeholders and that contractor is responsible during permanent feed replacement. We assume these measures are provided on the drawings for temp emergency power. Contractor sees there will be a need to coordinate power with the power company to make transfers of power and bypass feeds to keep power. Can contractor assume that the VA power and temporary power monies/costs have already been met by the power company and not to be included in proposal by the contractor?”
VA REPLY: No. The contractor is responsible for the coordination and connection fees with the utility company.
17.42 “Section 01 91 00 - Commissioning of boilers: Drawing CG104 phase note 5 states that new boilers are installed for occupation commission. Note 6 states boilers must operate continuously for min of 30 days. Spec 01 91 00 commissioning is stated as whole building commissioning that affect all systems of the building, not just the boilers. Is the boiler commissioning during phase 4 be the finalized portion of the overall commissioning report, after phase 4 project finish? Or will there be another commissioning for boilers again prior to project completion?”
VA REPLY: All commissioning needs to be completed before the 30-day concurrent operation is completed.
17.43 “Spec 23 52 39 - Fire Tube Boilers: Phase 4 of project states boilers are installed and commissioned for occupancy and operate continuously for min of 30 days. There is issue with owner acceptance , occupation, and receipt of the boilers for full operation of the VAMC facility prior to phase 5 and project completion, which is somewhat later in the POP. Will the VA accept these boilers after commissioning and at this date the typical 1 year warranty for this system begin? And upon partial acceptance of the project with the boilers, will the government/VA take full control, upkeep, maintenance, and running these boilers?”
VA REPLY: Warranty begins at the successful completion of the 30-day operation period. The VA boiler operators will be operating the boiler during the 30-day operation period and will provide any required regular maintenance and upkeep during that time.
17.44 “Section 01 91 00 - Commissioning agent: According to 01 91 00 the government/VA will hire the CxA commissioning agent. Can you confirm that the VA has already engaged the CxA for the project to begin the commissioning activities and pre-project process upon project award and the NTP to proceed? This process is described in 01 91 00. Timing the CxA line up of work will be very important for the mechanical, electrical, and boiler startups beginning in the submittal and shop drawing process.”
VA REPLY: Yes. The government will provide an independent 3rd-party commissioning agent.
17.45 “Section 01 91 00 - Commissioning agent: On government/VA hiring the CxA commissioning agent, the contractor is only required to provide the support as stated in 01 91 00. Can you confirm this?”
VA REPLY: Contractor shall provide support, and all documentation required by Specification Section 01 91 00, as well as commissioning requirements identified in other individual specification sections.
17.46 “Detail 1/CS501. The detail calls for 'optional gate is for anti-personnel climb over/under only". The specs do not spell out this option. Can we assume this is not required option in this contract?”
VA REPLY: Yes, the optional gate is not required.
17.47 “Drawing CS501 / Spec 34 75 13.13: The basis of design has been clear on most all aspects of the project with providing a stated product/manufacturer used that 'an-equal' can be utilized option. What is the basis of design for the active barrier as noted on Detail 1/CS501?”
VA REPLY: The detail 1/CS501 utilizes an Autogate M30 Shield Crash Gate as an example but no basis of design was selected. We are open to any manufacturer that can meet the requirements of the specification and the contract language.
17.48 “Drawing CS171: Keyed note 2 states new guard shack which can not be found on this drawing. Can we assume that the VA will provide, furnish, and install the guard shack since there are no specs and item shown in the drawings?”
VA REPLY: The guard shack is NOT a part of this contract.
17.49 “Drawing CD171 & VF103: Keyed Note 12 states to abandon existing 10,000 gallon fuel tank on CD171. Drawing VF103 shows two (2) sub-surface tanks. Are two (2) 10,000 gallon tanks to be abandoned? It appears that both tanks as noted on VF103 are within the footprint of the new expansion.”
VA REPLY: The eastern-most, sub-surface tank on VF103, is currently undergoing remediation and removal under a separate contract and will be fully removed prior to the commencement for construction of the boiler plant
17.50 “Drawing CD171 & VF103: Keyed Note 12 states to abandon existing 10,000 gallon fuel tank on CD171. Drawing VF103 shows two (2) sub-surface tanks. Abandoning the tank seems to mean that tanks are to be left in place. Should the note read more or less, contractor to remove fuel tank or tanks(s) complete from site? that is, complete removal of system.”
VA REPLY: The Eastern-most sub-surface tank on VF103 is currently undergoing remediation and removal under a separate contract and will be fully removed prior to the commencement for construction of the boiler plant.
Keyed note 12 on CD171 should read "REMOVE ABANDONED EXISTING 10,000 GALLON FUEL TANK"
17.51 “Drawing CD171 & VF103: With regard to removing tank or tanks(s) are there any known or unknown anticipated environmental impacts pre-existing at the site that the contractor would encounter since there isn't an environmental report included in this RFP?”
VA REPLY: The tank to be removed as part of this contract is currently on record with EGLE as being “Closed in Ground” and is assumed to be grout filled. As it was previously evaluated by EGLE, no adverse environmental impacts are anticipated.
17.52 “Erosion Controls / SWPPP: Erosion control plans are not shown in the drawing set. Has the erosion control plan (SWPPP) been designed and provided for the proper permits along with permit fees paid for by the government/VA already? Is a SWPPP plan required for this project? Or do we just follow the guidance stated already in plans and specs?”
VA REPLY: Erosion control plan should consist of silt fencing the perimeter and protecting and inlets with silt fabric underneath inlet grates. Contractor will be responsible for any permit submission and fees.
17.53 “Boiler Room Catwalk & Equipment Support: Are the platforms, catwalks, gratings, railings, and support framing for the boiler systems and equipment (around and above) the boilers to be hot-dipped galvanized steel?”
VA REPLY: Confirmed.
17.54 “AE201 & SPEC 04 25 16: Drawing AE201 note 6 states brick veneer to match existing building. What is the existing brick veneer manufacturer and model number to match for this project?”
VA REPLY: There are no historic records available with manufacturer and model number information. Therefore, selected contractor will be required to submit up to four samples of face brick and mortar to illustrate color, texture, and extremes of color range to match existing.
17.55 “AE201 & SPEC 04 25 16: It seems that Note 6 & 11 are referencing the same brick hatching on the exterior of building on AE201. Is brick 6 and the thin brick veneer panel 11 the same product?”
VA REPLY: Areas identified with note 6 are typical cavity wall construction, with brick veneer on masonry. Note 11 is identifying locations of the thin brick system. The modular bricks and thin bricks should be from the same manufacturer so that the finish matches.

VA REPLY: Medical gas alarm panel is located in the boiler plant, but no associated med gas piping.
17.61 “Spec 01 32 16.15 - Schedule: Spec 01 32 16.15 states in 1.2C that contractor's representative shall engage the service of an outside consultant. Is the contractor required, as the word 'shall' indicates, to hire and utilize a third party scheduling firm for this project? Or, can the contractor utilize in-house scheduling by the project manager & superintendent project staff?”
VA REPLY: Contractor is required to use a 3rd party consultant
17.62 “Attachment F: Attachment F requests account numbers to be emailed to the Contracting Officer. What assurance is the government providing that the unsecured email system will protect the offeror's account information? Given that account information is included in SAMS, would the government consider removing that actual account number from the form?
VA REPLY: The financial disclosure does not require bank account numbers. Offerors may just indicate “will provide per individual request via secure method.”
17.63 “SF-1442 Page 15 of 84 -Part 6, paragraph D requires the submission of a schedule. This requirement appears to be repeated in Part 7. Will the government confirm that the schedule is to be included in both sections? Will the duplication if required count in the page count limitation?”
VA REPLY: Delete Item 6.d schedule submission. The only schedule submission is as outlined in Part 7.
17.64 “OSHA 300/300A submission: If SDVOSB contractor is partnering with a large business as a keyed teamed subcontractor, should the offeror also include the large business OSHA 300/300A?”
VA REPLY: By stating "teaming agreement" you mean on official "joint venture," then yes, the OSHA 300/300A requirements should include all members of the joint venture. If the large business is simply a subcontractor, the OSHA information is not required for them.
17.65 “07 27 26 - Fluid Applied Air Barrier: Spec 07 27 26 on fluid applied air barrier specifies air leakage requirements with testing requirements in 01 45 29 Testing services. There is no mention of testing of the air barrier in this spec. Further the spec notes air leakage tests per 3.3.C. but also refers to 01 45 29. Whole building commissioning notes commissioning of the envelope. The drawings do not provide the air barrier envelope where air leakage will be held and field verified testing as typical from an A/E. Considering this building function is a boiler plant with wide/high overhead doors, louvers and vents, rooftop stacks, etc. where it would be impossible to certify air leakage requirements, will the government/VA waive the air barrier leakage testing requirements? Contractor would still do the QAQC inspections and other air barrier testing per specs and requirements. At issue is this type of building being able to hold the pressures due to all the building exterior openings.”
VA REPLY: We concur with the contractor's statement regarding certification of air leakage requirements as it pertains to the overall building envelope. Delete reference to testing per 01 45 29 and delete paragraph 3.3C. Field QA/QC Inspections and sign offs from fluid applied air barrier manufacturer field representative should be provided prior to concealing the barrier.
17.66 “Project Phasing spec 01 00 00: Spec 01 00 00 speaks on project phasing with NTP for the 4 phases. Phase 1 and 2 are noted that they can begin concurrently but not until the final approval CPM schedule is approved. Will the government give an official NTP to proceed from phase 0 to commence on phase 1 with contractor option for phase 2 within the 90 days prescribed from NTP??”
VA REPLY: The government will allow the contractor to begin phase 0 to phase 1 as soon as the contractor has provided an acceptable CPM schedule covering all phases of the project.
17.67 “RFI follow up: Will the government/VA allow for RFI question follow up response once the RFIs are answered if there is a lack of clarification??”
VA REPLY: No further questions will be accepted.
7.68 “RFI Responses by Amendment: When does the government/VA anticipate RFI response Amendment? This is very critical to have quick responses in order to provide the information to sub tier trades and vendors to allow time for response since the proposal response date is 1-27-25. Contractor has requested in another RFI 2 week extension due to solicitation coming out during the holiday season.?”
VA REPLY: The due date for questions was 1/13/2025 with the plan being that the government be given a week to review and answer all open question and publish and amendment with the Q&As.
Per Amendment 0003, the government has extended proposal due date from 1/27/2025 to 2/3/2025. No further questions will be answered.
17.69 “VA Influenza Directive: Does the VA influenza directive for the hopsital and staff apply to the contractor? Will the contractors personnell be required to submit flu shot certifications before entering the project to work? Or can the contractor utilize an onsite / job trailer temparture check?”
VA REPLY: The Station will not enforce it for contractors working specifically in areas out of patient care locations. Solicitation attachment "G Seasonal Influenza Vaccination Program 2020.08.10" is deleted from contract requirements
| 17.70 | “Gas & water utilities: Who is the utility company and contact for water and gas? Will the VA utility company be installing the gas main infrastructor along with the gas meter? Is there at VA provided vendor for gas and water?” |
| VA REPLY: Water is the city of Iron Mountain. Gas is DTE Energy. Contractor is responsible for coordinating those activities with the utility company. | |

VA REPLY: Primary care addition, parking lot improvements (outside of boiler plant construction area)
17.72 “01 00 00 General Requirements: Can you confirm that the required staffing on site will be the superintendent, QAQC Manager, and SSHO at minimum for the contractor onsite team? Can any of these positions be allowed to be dual-hated?”
VA REPLY: These are individual positions and must be filled by separate individuals; personnel cannot be dual-titled on this project.
| 17.73 | Question still under review. |
| 17.74 | “Turbecolosis directives: Many VAMC campuses have begun to utilize a tuberculosis directive? Does this VA campus anticipate or require and directive that will impact this project?” |
VA REPLY: The tuberculosis directive does not apply to this project.
17.75 “SO2 SOL 0004 Attachment F: Attachment F is brand name or equal basis of design spreadsheet. The government mandate is fair and reasonable competitive pricing in all scopes of work in material and equipment. The A/E has provided the BOD for the project where contractor is to provide fair and reasonable competitive pricing to provide the government with best pricing. This BOD spreadsheet is quite extensive and notes that offeror must provide product data to support the use of 'as-equal'. This will require contractor to include more data sheets and information should a more favorable 'as-equal' product pricing be found and could dramatically increase the page count of the proposal. Is the government limiting contractor to providing the BOD product only in the proposal phase? Usually this is down in the submittal phase post award. Can the government remove this attachment F as part of the proposal and utilize in the submittal phase?”
VA REPLY: Offerors are required to provide specific information on critical components in the solicitation phase to allow for VA evaluation. If an offeror does not request and provide technical details during the solicitation phase for a potential "or equal" approval, the contractor must provide the listed brand-name product. The product data for “or equal” submission will not be factored into the limited page count.
Question 20.5, received 1/13/2025
20.5 “Confirm that (3) separate individuals will be required to fill the superintendent, SSHO & CQC system manager roles.”
VA REPLY: These are individual positions and must be filled by separate individuals; personnel cannot be dual-assigned on this project.
Question(s) 21, received, 1/13/2025:
| 21.1 | “In review of 23 09 23 Direct-Digital Control System For HVAC, we are uncertain as to who we are supposed to bid the controls portion of this project to and if we are to bid the scopes to two different parties (General Contractor & Mechanical Contractor) how the scopes are delineated. Part 1 General, 1.1 Description (A) Details the General Contractor as providing two separate direct subcontracts, one for the System Integrator and another for the DDC Controls Contractor.” |
| VA REPLY: The resultant contract of this solicitation is between the government and successful Offeror. All work detailed in the plans and specifications is ultimately the responsibility of the prime contractor. It is between the prime contractor and all subcontractors to determine which contractors/subcontractor will be doing particular work items. Subcontractors can submit pricing to multiple prime contractors. | |
| 21.2 | Question still under review. |
Question 27, received 1/14/2025:
