AMENDMENT 0007

January 31, 2025

Project: 585-21-115 Replace Boiler Plant

Location:Oscar G. Johnson VA Medical Center
325 E. H Street
Iron Mountain, MI 49801

AMENDMENT 0007 hereby incorporates the following clarifications/change(s) into the solicitation package:

A. Vendor Questions

Question 8c, received 1/3/2025:

8.3.RE: SPEC 34 75 13.13….. 2.1/A/4 Operation: Hdraulic & DWG 1/CS501:
The operator shown in the drawings is an Autogate Shield operator. Autogate does not manufacture hydraulic operators, but only electromechanical units.

Will an electromechanical Autogate brand operator be acceptable?

Also, the drawings show an optional gate panel attached to the crash arm – is this gate panel required, or will a drop beam alone be acceptable?

The Autogate Shield Barrier is allows for a 17’ max opening with a gate panel and 19’ without a gate panel with beam only.

In addition, the DOD vehicle barrier list remarks show this product is approved at a 15’ length. If we were to use two of these gates to cover a wider opening, there would be stanchions required in the middle of the driveway.

Will this be acceptable or are looking for a 34’ clear opening?

VA REPLY: Electric or hydraulic is acceptable, PROVIDED it does not exceed available power per the original design.

Autogate brand operator is acceptable IF it complies with specified salient characteristics.

Gate shall be 24’. Gate shown is not basis of design and is only an example picture. The "Optional gate" shown on the drawings is not required. Only the ram-resistant drop arm is required. Requirements are found in the DOD ANTI-RAM VEHICLE BARRIER LIST, September 2024 "Item: M30 P1 Model 773 Series Drop Arm Barrier."

Question 12, received 1/8/2025:

12. “Can you clarify if the Precast concrete for the fuel line tunnel falls under Section 34100, and if the following sections will pertain to the installation of these sections? Thank yoo.”

B. Installer Qualifications: A precast concrete erector qualified and designated by PCI's Certificate of Compliance, to erect Structural Systems.

C. Installer Qualifications: An experienced precast concrete erector who has retained a "PCI-Certified Field Auditor" to conduct a field audit of a project installed by erector in Structural Systems and who can produce an Erectors' Post Audit Declaration, according to PCI MNL 127, "PCI Erector's Manual - Standards and Guidelines for the Erection of Precast Concrete Products."

VA REPLY: A. Yes, The precast concrete sections for the tunnel construction fall under section 34100. The erector is bound by the requirements outlined in the specification section.

Questions 17, received 1/13/2025

17.73 “Siesmic Requirements: The RFP and drawings note that seismic requirements are not anticipated for this site location as noted in 00 31 32. Can you confirm this project does not specific seismic requirements as there is no spec section 13 00 00 ? And that only requirments needed will be addressed on the drawings and noted in specs specific?”

VA REPLY: Seismic restraints are not required on the non-structural components as would be outlined in specification section 13 05 41. All requirements are outlined in the released construction documents.

Question 20.8, received 1/13/2025
20.8“Please confirm blast requirements for exterior windows.”

VA REPLY: All Exterior windows are to be blast resistant. Refer to Specification Section 08 56 53 Blast Resistant Windows as well as 08 80 00 - Glazing, Paragraph 3.12 for glazing requirements specific to exterior windows.

Contractor proposals shall be based on GP2=13.5 psi / 51 psi/msec.

Question(s) 21, received, 1/14/2025 (REVISED):
21.2“On plan page MI601 Mechanical HVAC Controls Diagrams details 5 and 6 show the split systems to have the capability to communicate through BACnet. The specification section 23 81 00 for Decentralized Unitary HVAC Equipment, 2.3 Split-System Air Conditioners does not detail any means to interface with the building management system. Is it the intent these split units be supplied with means of hardwired terminal strip points as detailed on MI601 and factory provided BACnet interface cards?”
VA REPLY: Confirmed; it is the intent that these split units be supplied with means of hardwired terminal strip points as detailed on MI601 and factory provided BACnet interface cards.

Question(s) 33, received 1/16/2025:

33.1 - “26.Ref drawing AE603- There is a discrepancy between the drawing AE603 and the glazing specification 08 80 00. The window schedule on drawing calls for glass type IG #1 for window types W3 and W4. The specification 08 80 00 does not include a description for IG#1. Will a description for IG#1 be provided?”
VA REPLY: Refer to drawing AE603, Window Schedule. Windows W-3 & W-4 is called out as IG#1. This should be revised to IL#1 to correspond with Specification section 08 80 00, Page 08 80 00-18, paragraph 3.12A.
33.2 - “27 - Ref spec 08 56 53- Does the blast resistant window spec section apply to this project as there is no information on the drawings indicating blast resistant windows are required?”
VA REPLY: All new exterior windows are to be blast resistant.
Per 08 56 53 paragraph 1.5.F, the contractor has to hire someone who can provide the calculations that meet the criteria listed in 2.1.A. These calculations will show that the selected window meets the performance requirements. We were informed that the blast resistance values are not something that are shared publicly for security concerns. That is why we also included the statement in 08 80 00, paragraph 3.12.A.8:
Contractor proposals shall be based on GP2=13.5 psi / 51 psi/msec.

Question 35, received 1/17/2025:

35.1 - “28.1 Ref drawing SB171- Are vertical joints between the precast tunnel sections to be sealed to keep out water? If so how will joints be sealed and what will keep the 8’ tunnel sections from moving in freeze/thaw conditions to keep the joints sealed?”
VA REPLY: The vertical joints are sealed with 1/2" joint sealant as shown on SB302. The joint sealant is specified in 079200. The precast sections will be installed on crushed stone to frost depth as shown in the detail below:
“28.2 What will keep the tunnel sections top surfaces uniform and level to each 8’ segment over time?
VA REPLY: See detail from question above.
“28.3 Are the removable tunnel caps to be installed flush with surrounding asphalt?
VA REPLY: The lids are to be installed flush with the pavement.
“28.4 Will piping in trench be supported in a way that allows movement if tunnel sections shift during freeze thaw cycle?”
VA REPLY: The anticipated movement is small and will be taken up by the flexibility of the pipe. The pipe in the trench will be installed on roller supports, not fixed anchors.

Question(s) 38 received 1/20/2025:

38.1 - “31. Ref Drawing CS171- Based on scaling this drawing the drop arm security gate appears to be about 34’ wide. To meet the specification section 34 75 13.13 for this gate, the maximum width allowed is 20’. Is a 20’ wide gate acceptable?
VA REPLY: Gate shall be 24’. Gate shown is not basis of design and is only an example picture. The "Optional gate" shown on the drawings is not required. Only the ram-resistant drop arm is required. Requirements are found in the DOD ANTI-RAM VEHICLE BARRIER LIST, September 2024 "Item: M30 P1 Model 773 Series Drop Arm Barrier."

https://www.nwo.usace.army.mil/Portals/23/docs/PDC/DOD_Anti-ram_Vehicle_Barriers_September_2024.pdf?ver=NpRi50sbAa4l4AeT0k6chw%3d%3d BRAND-NAME, or equal.
38.2“ 32. Ref drawing CS501, detail 1- This detail shows an optional gate for Anti-personnel. Is this required for this project in addition to the drop arm gate? If so will further details be provided on operation and installation requirements?
VA REPLY: No anti-personal gate is required for this project..

Question 39 received 1/21/2025:

39.0 - “76 - Vehicle Drop Arm Vehicle Barrier – 34 75 13.13: The drop arm barrier gate per spec section specifies a M30/K4 rating for 30MPH at the drop arm vehicle barrier. The maximum width per this rating is 20' width. Drawing CS171 notes width of the gate on drawing approximately 33' to 34' wide back of curb to back-of-curb. This width is too wide making the required gate opening non-compliant to M30/K4 and the solicitation RFP documents. Shall we bid as shown noting that we can only fit 20' wide drop arm gate in the 33'-34' width? Shall two (2) drop arm systems be utilized? Please note that this drop arm barrier gate also requires pavement detector loops in the asphalt paving along with electrical circuits and controls. How shall we price/propose?”
VA REPLY: Gate shall be 24’. Gate shown is not basis of design and is only an example picture.
The "Optional gate" shown on the drawings is not required. Only the ram-resistant drop arm is required. Requirements are found in the DOD ANTI-RAM VEHICLE BARRIER LIST, September 2024 "Item: M30 P1 Model 773 Series Drop Arm Barrier"
Reference:
https://www.nwo.usace.army.mil/Portals/23/docs/PDC/DOD_Anti-ram_Vehicle_Barriers_September_2024.pdf?ver=NpRi50sbAa4l4AeT0k6chw%3d%3d BRAND-NAME, or equal.
Pavement detector loops are not necessary.

Question 44 received 1/21/2025:

44.1In regard to the answer provided for question 20.8 of amendment 4- what blast level is required for the glass in the exterior windows? No blast level is given in section 08 80 00.

Question(s) 45 received 1/27/2025:

45.1“33. Drawing EI121:Med Gas Monitor Annunciator, who is supplying/installing? Any cable/conduit required by electrical contractor? No information shown on plumbing drawings. Can further info be provided?”
VA REPLY: Contractor will provide and install Med Gas Monitoring Panel compatible with existing system.
45.2“34. Drawing CG102: Site & Utility pre-work Notes 2 & 7: Can the temporary power be taken from the existing boiler house or do you want a new service provided by the utility? If new service by the utility, would VA cover the utility fees?"
VA REPLY: Temporary power feeds are covered on ES 171. No new utility feed is required. All new Boiler Plant power is routed through the existing plant.
45.3“35. Drawing ES171: Can you provide specific dimensions for the 24” dia. Manhole? Is it a manhole or just a pull box?
VA REPLY: See ES501 for typical electrical manhole.
45.4"36. SCADA: Went through the spec and didn’t find anything that would pertain on what the customer would want for the Scada system. Just mentions Scada. This could be a basic job – Putting in a PanelView and showing some data in a different room OR a full fledge complex job tying into their infrastructure with multiple computers with proprietary software and reporting requirements.
We will need additional information on the requirement of the SCADA. Can further information be provided?"
VA REPLY: The level of SCADA is based on the Boiler manufacturer’s requirements as well as connections to the Facility’s Building Automation DESIGO system. General contractor must coordinate subcontractors, accordingly, based on what type of boiler is being provided.
46.1“37. Ref spec 01 45 35, Qualifications : In reviewing the specifications for the concrete and soils testing packages it lists NICET certified personnel for special inspections for concrete and soils, we have no such certifications and know of no persons with these certifications, can you make inquires to the VA to see if these certifications are necessary or if there is another avenue of qualification that the VA will accept. Is NICET certifications required for soils and concrete testing?”
VA REPLY : Spec Section 01 46 35 provides a number of approved certifications for the special inspectors, including, but not limited to NICET.
Testing laboratories certified to do Michigan Department of Transportation testing will also be acceptable.
