| [Under SOLICITATION INSTRUCTION AND EVALUATION FACTORS]: | ||
| C. | CPARS Past Performance (Pass / Fail). Offerors shall not include this information; Contracting Officer will retrieve this information directly from CPARS. | |
| i. Offeror, or subcontractors, shall have no negative findings in the CPARS-FAPIIS database during the last five (5) years. | ||
| ii. Offeror, or subcontractor, shall have no CPARS evaluations whereby the contracting officer would NOT recommend them for similar requirements due to the offer’s ability to perform in accordance with the contract’s most significant requirements database during the last five (5) years. | ||
| iii. | If offer, or subcontractor, has no CPARS evaluations, the same requirements apply to past performance submissions received from previous customers. |
If the General Contractor has CPARS evaluations in the system, are we still required to send out the PPQ evaluations to past clients, or are the PPQ only required if there are NO CPARS available.
VA REPLY: The VA recommend including PPQ with your offer. Some previous contracts demonstrating high qualifications for this project may not be in CPARS. It is sometimes good to get PPQ from customers outside the government.
Question 16, received 1/13/2025:
| 16.1 | “I'm reaching out in regards to the upcoming boiler plant replacement project at Iron Mountain VAMC. |
| I was reading through the scope and did not see any lines or provisions for portable rental boilers during the project. | |

VA REPLY: There is no need for temporary steam on this project. The new plant will be operable before the old system is removed. If there is any other work you are interested in, you can contact the prime vendor once award is finalized. Information on the awardee will be published to www.SAM.gov once award is finalized.
Question(s) 18, received 1/13/2025
18.1 “18. Ref drawing SD141- keynote 1 represents removing all catwalks and platforms on the mezzanine level. During site visit I noted a upper mezzanine along the west wall which is made up of structural steel framing and concrete deck. This deck is about 6’+ wide and 58’+- long with additional service catwalks jutting out from it. Does this upper deck, connected service catwalks and stairs require removal despite not shown on drawings?”
VA REPLY: The upper deck running north-south along the west wall of the existing boiler plant is to remain.
| 18.2 | “19. Ref drawing SD141 & MD161- a large steel coal hopper between north south column lines 2 & 3 and east west column lines A thru F. Does this hopper remain, or does it require removal? If being removed does lead paint exist? Is the bunker empty?” |
| VA REPLY: Coal hopper is to remain (and is empty). |
18.3 “20. Ref spec 02 41 00- Part 1.2 of this section related to lead paint removal section 02 83 33.13. Is lead paint present on any materials or components being removed under this project? If so what materials and or components scheduled” VA REPLY: Potential for lead paint within the existing structure is unknown. Catwalks specified for demolition date to current boiler installation in the late 1980’s but original plant structures are much older.
18.4 “21. Ref spec 02 82 13.13- Will quantities be provided for asbestos abatement or is the only abatement needed noted on drawings MD121, MD201?”
VA REPLY: There is no hazmat master plan. Available quantities and descriptions can be found on Drawings MD121 and MD201 and Spec Section 02 82 13.13.
18.5 “22. Ref drawing CD171, keynote 12- Is the abandoned tank empty or has it been filled with a slurry? Is the tank steel or fiberglass?”
VA REPLY: The abandoned tank noted on CD171 is recorded as “closed” by EGLE but the records do not describe its final state in detail. Assume that it is grout filled. Based on vintage and some photos discovered by the VA, it appears to be a steel tank.
18.6 “23. Ref drawing SB171 general note 7- Is fireproofing required on any structural steel for this project? If so will specifications and a schedule be provided?”
VA REPLY: Spray fireproofing will not be required on the new construction.

Question 25, received 1/14/2025:
| 25.1 | I have been working with a number of mechanical contractors on this project bid. I was not sure if I was suppose to send our information directly to you or if it needed to be grouped in under one of the contractors. I appreciate the information. I will continue to work with the contractors on our portion of the project bid, the boiler and Balance of Plant Controls, similar to the boiler plant controls we provided and continue to service at the Zablocki VA in Milwaukee. |
| On a project like this will your team post an approved list of contractors per the solicitation requirements? Thank you for your time and information. | |
| On a project like this will your team post an approved list of contractors per the solicitation requirements? | |
| VA REPLY: If you are going to work a general contractor or any subcontractors, then they should collect your info and the prime will include w/ their offer. | |
| There is not a list of approved contractors. There is an SBA website (Veteran Small Business Certification) that is open to the public, where you can search for SDVSOB contractors, via location, NAICS code, etc. etc. It includes all types of vendors and contractors (not just construction). | |
| You can also monitor the SAM.gov website and review the list of “interested vendors” (I think your company needs to be registered in SAM to get those details though). I recommend you register your company as an interested vendor on the SAM solicitation so other contractors might contact you as a potential supplier or sub. I don’t think a lot of people use this resource though. | |
| Also, Amendments #1, #2 and #3, previously posted to SAM.gov include site-visit attendee sign-in sheet. |

Question(s) 30, received 1/16/2025:
| 30.1 - On drawing MP 171 on the fuel oil tank, the fill line is shown as 1.5 inches. If the fill line is at that size filling the tank off of a delivery truck will take a long time. Is increasing the fill line size to 3” acceptable? | |
| VA REPLY: Yes, the fill line should be 3”. | |
| 30.2 - Is there a detailed drawing showing the transition from underground piping to aboveground piping for the outside fuel piping? | |
| VA REPLY: The transition is shown on MP504, Detail 3. The transition occurs near a flanged fitting. This transition would be inside the building in the trench. | |
| 30.3 - Is there a piping detail for the new generator room and where the tie in location is to the existing fuel loop from the new pump skid? | |
| VA REPLY: The tie in location is shown on MK401, Detail 2. | |
| 30.4 - Is there a drawing showing the piping details for the Heat Exchanger (2-200-HEX-003)? | |
| VA REPLY: Refer to D-616 for piping details. | |
| 30.5 - The new pump skid that we would be installing is 2-gpm. What is the consumption rate of the new boilers and generator that would be installed on this project? | |
| VA REPLY: The generator is not connected to this fuel supply. The basis of design boilers burn 116.6 gph each at full fire. Each pump should be able to supply all the boilers at one time by itself. Pump flow rate should be a minimum of 6 gpm instead of the 2 gpm as shown on the drawings. | |
| 30.6 - Is there going to be drainage for the piping trench for water intrusion? | |
| VA REPLY: There is a sump and drain inside the concrete trench at the end closest to the tank. This drain is routed to an oil water separator. The trench is sloped to this drain. | |
| 30.7 - Would installing double-walled fiber glass pipe be acceptable for the underground piping? This would omit the trench and need for pipe insulation. | |
| VA REPLY: A trench is desired either way to try to limit contaminated soils due to a potential future leak. Alternative containment pipe designs may be evaluated during construction, but the current design details are shown on MP504 and should be priced accordingly. | |
| 30.8 - In the specs for the above ground storage tank, it calls out for the bottom 3 feet of the inside of tank to have a liner per API RP 1631. This API section references “Interior Lining of Underground Storage Tanks”. Would this be applicable for this tank as well? | |
| VA REPLY: Yes, it will apply to this tank as well. |
