About this file

This technical specification document outlines the requirements for valves and hydrants for water utility service, prepared by Herbert, Rowland & Grubic, Inc., for the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The specification encompasses the procurement and installation of resilient-wedge gate valves with mechanical joint end connections rated at 200 psi for 12-inch diameter and smaller applications, valve boxes constructed of cast iron with tar or asphaltic coatings, and fire hydrants including both smart hydrants (Clow Valve Co., Model iHydrant) and standard hydrants (Mueller, Model Super Centurion 250). All valves and hydrants must comply with American Water Works Association standards (AWWA C500, C502, C509, and C550), include fusion bonded epoxy coatings for interior and exterior protection, and be certified for potable water contact according to NSF 61 and NSF 372. Fire hydrants must be dry-barrel, breakaway type units with compression valves, 6-inch inlet connections, and red polyurethane topcoating, equipped with one 4.5-inch pumper nozzle and two 2.5-inch hose nozzles. The project involves the replacement of approximately fifteen fire hydrants and the relocation of approximately 13,860 feet of water main with associated appurtenances, with a bid deadline of Thursday, August 6, 2026, at 10:00 AM local time through the PennBid online platform.

All materials must be delivered in manufacturer's original packaging with sealed ends to prevent foreign matter contamination, inspected upon receipt, and stored in clean, dry locations remote from construction operations. Valve boxes require alignment devices to prevent shifting during backfilling, and all installations must be performed in conjunction with pipe laying as specified in related sections covering trenching, backfilling, concrete work for thrust restraints, and disinfection procedures. Post-installation requirements include pressure testing with water mains per Section 33 05 05.31, flushing and drainage verification of fire hydrants after main-line pressure testing, and disinfection of the water piping system in accordance with Section 33 13 00. The specification mandates that manufacturer names, pressure ratings, and fabrication years be cast into valve bodies, and that project record documents accurately document actual locations of all installed valves and hydrants upon project completion.
