About this file
This is a technical specifications document for concrete paving work prepared by Herbert, Rowland & Grubic, Inc., applicable to the Water Main Replacement Project Phase 4 for the Elizabethtown Area Water Authority in Pennsylvania. The specification section (32 13 13) covers concrete paving materials and installation for concrete sidewalks, concrete curbs, and curb ramps as related components of the water main replacement project. The work must comply with current Commonwealth of Pennsylvania Department of Transportation (PennDOT) Specifications Publication 408, including sections covering reinforced or plain cement concrete pavements, plain cement concrete curbs, and cement concrete sidewalks. All concrete materials must meet ASTM C94/C94M standards for ready-mixed concrete, with mix designs requiring Engineer review and approval prior to use. Concrete placement is prohibited when base surface temperatures are below 40 degrees Fahrenheit or when surfaces are wet or frozen. The specification requires notification to the Architect/Engineer at least 24 hours before commencement of concrete operations and mandates protection of the finished paving from premature drying, temperature extremes, and mechanical injury for a minimum of 7 days after placement or until the concrete achieves 75 percent of its design strength.
The specification does not establish independent pricing terms, as it functions as a technical requirement document within the larger contract framework. Quality assurance requirements include obtaining cementitious materials from a single source throughout the project and performing work in accordance with PennDOT and West Donegal Township standards. Source quality control involves submission of proposed mix designs to an appointed testing firm for review, with testing performed on cement, aggregates, and concrete mixes to ensure specification conformance. Existing sidewalk and curb foundations must be protected during construction, with any disturbed materials replaced with compactible materials matching existing conditions. The document references related specification sections for concrete forming, aggregate base courses, asphalt paving, and landscape grading, indicating this concrete paving work is a component of a comprehensive infrastructure project rather than a standalone scope.
