About this file
This is a technical specification document for soil preparation work developed by Herbert, Rowland & Grubic, Inc. in coordination with the Elizabethtown Area Water Authority for the Water Main Replacement Project Phase 4. The specification outlines comprehensive soil preparation requirements including subsoil preparation, soil testing, and topsoil placement. Work activities encompass plowing hard pan or heavy shale to a minimum depth of 6 inches, loosening and grading through harrowing, discing, or dragging, hand raking to remove stones over 2 inches in diameter and debris, preparation of subsoil to eliminate uneven areas and low spots while maintaining proper lines and levels, removal of foreign materials and contaminated soil, and scarification of subsoil to 3 inches depth where topsoil is to be placed. All work must comply with PennDOT and Elizabethtown Area Water Authority standards.
The specification requires soil testing to analyze nitrogen, phosphorus, potash, soluble salt content, organic matter content, and pH value, with recommendations provided for fertilizer and lime application rates based on test results. Testing may be waived if recent test certificates are available for imported topsoil. The document references related sections including trenching and backfilling for utilities, landscape grading, seeding, and sodding work. No specific pricing, budget allocation, set-asides, or incumbents are detailed within this technical specification document, as it functions solely as an execution and product requirements guide for the soil preparation phase of the broader water main replacement project.
