About this file

This document is a Temporary Facilities and Controls specification section (01 50 00) prepared by Herbert, Rowland & Grubic, Inc. for the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The specification outlines the contractor's responsibilities for establishing and maintaining temporary infrastructure during construction, including temporary utilities (electricity, water service, and sanitary facilities), construction facilities (field offices, vehicular access, and waste removal), and temporary controls (erosion and sediment management). The project involves relocation of approximately 13,860 feet of 4-inch, 6-inch, and 8-inch ductile iron pipe water main with replacement using new 12-inch DIP, replacement of approximately fifteen fire hydrants, and transfer of approximately 180 existing water services. Bids were to be received online until Thursday, August 6, 2026, at 10:00 AM local time, with public opening and reading of bids immediately following. All bidding documents are available through the designated website at https://pennbid.bonfirehub.com/.

The specification requires contractors to provide temporary facilities at their own expense, including field offices, storage sheds, access roads, sanitary facilities, electrical distribution systems, telephone and internet service, fire protection equipment, and erosion control measures. The Owner will furnish water for the initial hydrostatic test and disinfection procedures, with contractors responsible for costs of any required retesting. Contractors must maintain the site in a clean and orderly condition, remove all temporary utilities, equipment, and facilities before final payment, and restore any existing or permanent facilities to their original condition. The specification references ASTM International standards for fire testing and sound transmission and requires compliance with all applicable laws and regulations regarding material storage and waste management.
