About this file
This is a References section from the Contract Documents for the Water Main Replacement Project Phase 4 (Contract No. WR-4) administered by Elizabethtown Area Water Authority in Pennsylvania, prepared by Herbert, Rowland, & Grubic, Inc. The document establishes the standards, definitions, and abbreviations that govern the interpretation and execution of the contract. The references section defines key contractual terms including "approved," "directed," "indicated," and "regulations," and establishes that applicable construction industry standards referenced in the contract documents have the same force and effect as if directly incorporated into the contract. The document specifies that all referenced standards must be those in effect as of the contract document date unless otherwise indicated, and contractors are responsible for obtaining copies of applicable standards directly from publication sources as needed. The references section includes comprehensive listings of industry organizations, code agencies, and government agencies with their corresponding abbreviations and acronyms, covering entities such as ASTM International, ASCE, AWWA, ACI, ASHRAE, and numerous other construction and engineering standards organizations relevant to municipal water infrastructure projects.
The document serves as a foundational reference tool for interpreting specifications and contract requirements throughout the project. It clarifies that the contractual relationship between parties shall not be altered by references to external standards, and that any conflicts between specified reference standards and contract documents should be clarified with the Engineer before proceeding. The extensive list of industry standards and organizations referenced demonstrates the technical complexity of water main replacement work, including standards for materials, installation practices, testing methodologies, and safety protocols applicable to water infrastructure projects. This references section ensures all parties involved in bidding and executing the contract operate under a common understanding of technical and industry standards governing the work.
