About this file
This is a specification document for Subsurface Utility Engineering (SUE) services prepared by Herbert, Rowland & Grubic, Inc. for the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The contractor must furnish all labor, materials, equipment, and services necessary to perform comprehensive utility investigations on approximately 13,860 feet of water main relocation involving 4-inch, 6-inch, and 8-inch ductile iron pipe replacement with new 12-inch DIP, the replacement of approximately fifteen fire hydrants, and the transfer of approximately 180 existing water services. Work scope includes Quality Level B designation of existing water facilities using geophysical methods, field marking of designated utilities, utility mapping and documentation, survey and preparation of updated utility base mapping, Quality Level A vacuum excavation when directed by the Engineer, and preparation of utility investigation reports. All utility investigation activities must be completed and accepted by the Engineer prior to commencement of construction operations. Online bids are due Thursday, August 6, 2026 at 10:00 AM local time, with public bid opening immediately following. Bidding documents are available through https://pennbid.bonfirehub.com/.
All utility investigations shall be performed in accordance with ASCE/UESI 38-22, Investigating and Documenting Existing Utilities, and the APWA Uniform Color Code for Utility Identification. Utility investigation personnel must demonstrate experience performing ASCE 38 utility investigations, and designation technicians must be experienced in geophysical utility locating methods. Survey activities shall be performed under the responsible charge of a Professional Land Surveyor licensed in the Commonwealth of Pennsylvania. Required deliverables include updated AutoCAD utility base mapping compatible with contract documents, PDF utility plans, utility investigation reports, utility quality-level maps, field markup sketches, Quality Level A test-hole logs if performed, and photographs of Quality Level A investigations. The specification permits use of electromagnetic locators, pipe and cable locating equipment, Ground Penetrating Radar, GPS equipment, total stations, and vacuum or hydro-vac excavation equipment. Contractors must document utility segments that cannot be designated with reasonable confidence and identify potential causes such as non-conductive pipe materials, utility congestion, depth limitations, surface obstructions, and equipment limitations. No construction operations, excavation, trenching, water main installation, or directional drilling may commence until Quality Level B investigations are completed, findings are mapped, required deliverables are submitted, any Engineer-directed Quality Level A investigations are completed, and the Engineer accepts the updated utility base map.
