About this file
This is a construction specification document for Section 01 74 19 - Construction Waste Management and Disposal, prepared by Herbert, Rowland & Grubic, Inc., applicable to the Water Main Replacement Project Phase 4 (Contract No. WR-4) being procured by the Elizabethtown Area Water Authority in Pennsylvania. The specification establishes requirements for the contractor to manage, salvage, recycle, and dispose of nonhazardous demolition and construction waste generated during the project. The contractor must implement an approved waste management plan that includes proper handling, containerization, storage, signage, transportation, worker training, and compliance with all applicable hauling and disposal regulations. Salvaged items designated for owner use must be cleaned, crated, labeled with contents and removal information, and stored securely until delivery to the owner's designated storage area. Recyclable waste materials must be separated by type at the project site to the maximum extent practicable, maintained free of contaminants, stockpiled separately without intermixing, and transported to licensed recycling or processing facilities. All remaining waste materials must be legally disposed of in licensed landfills or incinerators acceptable to authorities having jurisdiction, with removal and transportation conducted to prevent spillage on adjacent areas. Burning of waste materials is prohibited.
The specification indicates that revenues, savings, rebates, tax credits, and other incentives received from recycling waste materials accrue to the contractor. The contractor bears responsibility for maintaining detailed records of all waste disposition, including manifests, weight tickets, receipts, and invoices from recycling facilities, landfills, and incinerators, which must be submitted as required by the project's submittal procedures outlined in Section 01 33 00. The contractor must conduct all waste management operations in compliance with Section 01 50 00 - Temporary Facilities and Controls to minimize interference with adjacent roads, streets, and occupied facilities while controlling dust, dirt, and noise. No specific budget allocation for waste management is provided in this specification section.
