File Summary: Site Water Service Utility Laterals Specification

This specification document establishes the technical requirements for the installation of site water service utility laterals for the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The project encompasses the transfer of approximately 180 existing water services from existing 4-inch, 6-inch, and 8-inch ductile iron pipe (DIP) water mains to a new 12-inch DIP water main, covering approximately 13,860 feet of relocation work. The specification details the materials, products, and installation procedures for 2-inch water service connections, including copper tubing (Type K, annealed), corporation stop assemblies, curb stop assemblies with cast iron boxes and covers, trenching, bedding, and backfill requirements. Key installation requirements include proper spacing of corporation stops at least 12 inches apart, location of curb stops no more than 18 inches behind the curb face, use of continuous pipe runs with no joint connections from curb box to corporation fitting, minimum 4 feet of ground cover for frost protection, and mandatory inspection of service lines prior to backfilling. All piping must be pressure tested according to hydrostatic testing standards, flushed, and disinfected before acceptance. Bids are due online by Thursday, August 6, 2026, at 10:00 AM local time through https://pennbid.bonfirehub.com/, with public bid opening immediately following.

The specification requires compliance with multiple industry standards including ASTM B88 for copper tubing, ASTM B62 for bronze castings, ASME B16.18 for solder joint fittings, and AWWA C800 for underground service line valves and fittings. Acceptable manufacturers for corporation stops include Mueller 110 and Ford F1000-3Q models, while curb stop assemblies must be Mueller 110 or Ford B44-333Q models, with all products requiring engineer approval. Curb boxes and covers must be supplied by Opelika B & T, Tyler Union, or approved equivalents, featuring cast iron construction with tar or asphaltic coating and pentagonal plugs. The specification explicitly prohibits lead-containing fittings in contact with water and requires dielectric couplings for all copper-to-non-copper connections. Lines larger than 2 inches require chlorine tablets to be placed in the pipe prior to installation. All service lines must remain uncovered until pressure testing is completed and approved by the Engineer before backfilling. No specific budget range, set-asides, or incumbent contractors are identified in the specification document.
