About this file

This is a Product Requirements specification document prepared by Herbert, Rowland & Grubic, Inc. for use in state and local contract opportunities, specifically related to the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The specification establishes comprehensive standards for product selection, delivery, storage, and handling requirements for all materials incorporated into the work. The document defines product categories including named products, new products, and "or equal" products, while clarifying that basis-of-design products establish quality standards for type, function, dimension, in-service performance, physical properties, and appearance. Contractors must furnish products in manufacturer's original sealed containers with intact labels and instructions, promptly inspect all shipments for compliance and damage, and coordinate delivery schedules to minimize on-site storage. The specification requires that products be delivered complete with all accessories, trim, finish, and fasteners necessary for complete installation, and that contractors confirm manufacturers' production capacity meets project timelines. Products must be new at time of installation unless custom or nonstandard options are specified, with the engineer retaining the right to limit selections to products with warranties compliant with contract requirements.

Storage and protection of products must comply with manufacturer's instructions, with sensitive items requiring weathertight, climate-controlled enclosures and exterior fabricated products placed on sloped supports aboveground. The specification prohibits mixing of loose granular materials with foreign matter and mandates periodic inspection to verify products remain undamaged and in acceptable condition. Where specifications name single manufacturers or products, those specific items must be provided; where multiple manufacturers are listed, contractors may select from the named options. For unnamed products or manufacturers, contractors must submit substitution requests in accordance with the General Conditions. Visual selection specifications permit contractor selection from standard or full product ranges as specified, with the owner and engineer retaining selection authority for premium items in full-range selections. The document establishes clear procedures for product acceptance, handling, and inspection throughout the construction process to ensure quality standards are maintained throughout the Water Main Replacement Project Phase 4.
