About this file

This is a specification document for asphalt paving work prepared by Herbert, Rowland & Grubic, Inc., applicable to the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 in West Donegal Township, Pennsylvania. The specification details requirements for asphalt paving materials, aggregate materials, and paving courses including base, binder, and wearing courses. The work encompasses temporary and permanent surfacing restoration for municipal roads, PennDOT roads, sidewalks, and vegetative areas disturbed during water main installation. Materials specified include PG 64S-22 asphalt cement, Superpave mixture designs for base and wearing courses, aggregate subbases, bituminous tack coats, and Class 4 Type B geotextiles. The asphalt paving is designed for 0.3 million equivalent single axle loads over a 20-year design life with minimum depths specified as 6 inches for base course and 1.5 inches for wearing course, or matching existing depths if greater. All work must comply with current Commonwealth of Pennsylvania Department of Transportation Specifications Publication 408 and related standards, with West Donegal Township standards also applicable.

The specification requires use of a qualified hot mix asphalt producer registered with and approved by PennDOT, with at least one thoroughly trained and experienced supervisor present at all times during paving operations. Work cannot be performed when ambient temperature is below 40 degrees Fahrenheit or when surfaces are wet, with placement of bituminous materials prohibited between October 31 and April 15 without prior PennDOT approval. Permanent surfacing must be placed no later than ten days following base course placement, with the contractor responsible for maintenance and protection of all surfacing and utilities for a 24-month period after the Engineer's final completion approval. Quality control requires submission of proposed mix designs with laboratory test results prior to work commencement, with testing performed in accordance with PennDOT specifications. The restoration schedule details specific material types and compaction percentages for various surface types, with backfill and compaction requirements referenced to Section 31 23 33 of the project manual.
