Unit Prices Document for Water Main Replacement Project
This is a unit prices specification document prepared by Herbert, Rowland & Grubic, Inc. for the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The document establishes the framework for payment and measurement of work items including approximately 13,860 feet of water main relocation in 4-inch, 6-inch, and 8-inch ductile iron pipe (DIP) to be replaced with 12-inch DIP, replacement of approximately fifteen fire hydrants, and transfer of approximately 180 existing water services. The specification covers 54 distinct unit price line items encompassing mobilization and project management, erosion and sedimentation control, traffic maintenance and protection, water main pipe and fittings, gate valves, line stops, water service lines, curb stops and boxes, fire hydrants, hydrant assemblies, line abandonment, tapping sleeves and valves, test pits, ground penetrating radar utility services, pavement restoration (both permanent and temporary for PennDOT and municipal surfaces), concrete sidewalk and curb restoration, vegetative restoration, unsuitable material replacement, additional excavation and backfill, and miscellaneous concrete installation. Bids are due online on Thursday, August 6, 2026, at 10:00 AM local time, with public bid opening immediately following.
The document establishes detailed measurement standards and payment methodologies for each unit price item. Payment for mobilization and project management is distributed across application phases: 10 percent upon initial application, 10 percent with each monthly application, and the remainder when work completed equals 75 percent of total contract price. Most water infrastructure items including water mains, gate valves, fire hydrants, and water service lines include a retention requirement of 25 percent withholding until testing and passage according to contract requirements. Applications for payment require submission of four copies with updated construction schedules, construction photographs, partial lien releases from subcontractors and vendors, updated progress schedules, current construction documentation, and substantiating data. Measurement standards include specific provisions for weights, volumes, areas, and linear dimensions verified by the engineer according to U.S. Bureau of Standards, with platform scales and metering devices requiring state certification within the past year. The contractor is responsible for all labor, equipment, materials, overhead, profit, and incidental costs necessary to complete work items, including erosion control, dewatering, utility locates, pavement restoration, and final restoration to original conditions.
