About this file
This is a technical specification document for asbestos-containing material (ACM) removal and disposal services associated with the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The specification outlines comprehensive requirements for the removal, handling, transportation, and off-site disposal of asbestos cement pipe and contaminated materials encountered during the water main replacement work. The project involves the relocation of approximately 13,860 feet of 4-inch, 6-inch, and 8-inch diameter water main with new 12-inch DIP pipe, replacement of fifteen fire hydrants, and transfer of approximately 180 existing water services. Online bids are due on Thursday, August 6, 2026, at 10:00 AM local time through the PennBid portal (https://pennbid.bonfirehub.com/), with public bid opening immediately following. All bidding documents and official notifications are available exclusively through the designated website.
The asbestos removal specification mandates strict compliance with applicable Federal regulations (29 CFR 1910.0134, 1910.1001, 1926.1101; 40 CFR Parts 61, 260-268, 763; 49 CFR Parts 171-173) and Pennsylvania regulations (25 PA Code 124.3, PA Act 194 of 1990). The contractor must obtain all required permits and licenses, submit demolition notifications to PADEP and USEPA, and provide documentation including asbestos abatement contractor licenses, employee certifications, respiratory protection program documentation with current fit test results, and original waste disposal manifests. The work requires establishment of controlled asbestos abatement areas with critical barriers, installation of HEPA-filtered negative air equipment, wet-removal procedures, double-bagging of waste in 6-millimeter polyethylene, secured transport in locked vehicles, and disposal at appropriately permitted landfills. The contractor must provide all labor, equipment, supervision, utilities, and subcontracting necessary to complete the work in full compliance with applicable environmental protection laws.
