About this file
This is a technical specification document for video monitoring and documentation services prepared by Herbert, Rowland & Grubic, Inc., applicable to the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4) in Pennsylvania. The specification requires the contractor to provide comprehensive video documentation of the project site, including preconstruction recordings from multiple vantage points before work begins, and monthly periodic construction recordings coinciding with payment applications. All video recordings must be submitted in digital video disc format within seven days of recording, accompanied by detailed identification information, key site plans indicating vantage points with compass directions and elevations, and transcripts prepared on standard 8.5-by-11-inch paper bound in three-ring binders. The specification mandates a minimum recording time of 15 minutes for periodic construction videos and requires documentation of existing site conditions, building exteriors, adjacent properties, driveways, sidewalks, drainage patterns, utilities, and protection efforts by the contractor, with all recordings to be conducted during periods of good visibility and without precipitation or snow cover.
The specification establishes strict quality standards requiring maximum depth of field with all footage in sharp focus, with blurry or out-of-focus recordings subject to rejection. All media storage must be properly identified by number, date, location, and project name, with an index run sheet documenting each storage device's contents, referenced station numbers, line numbers, and time-date encoding. The contractor must transfer all copyright usage rights to the project owner for unlimited use and reproduction. The specification references Section 01 33 00 for submittal procedures and Section 01 77 00 for closeout procedures, indicating this documentation requirement is integrated into the broader project manual and contract specifications for the water main replacement work involving approximately 13,860 feet of water main relocation, fifteen fire hydrant replacements, and 180 service transfers.
