About this file

Summary

This is a Submittal Procedures specification document from Herbert, Rowland & Grubic, Inc. (HRG), the engineer for the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The document establishes comprehensive requirements for contractors to submit construction-related documentation including product data, shop drawings, samples, test reports, certificates, and erection drawings for engineer review and approval. Submittals must be sequentially numbered, clearly identified with project, contract, and specification section information, and bear the contractor's certification stamp indicating compliance with contract documents. All submittals shall be submitted electronically via email as PDF files to Alexander Bar at abar@hrg-inc.com with specific subject line formatting including contractor name, contract number, submittal type, and identification number. For approved or approved-as-corrected submittals, contractors must mail three hard copies to HRG within five business days at 501 Allendale Road, Suite 203, King of Prussia, PA 19406.

The engineer will review submittals and return them with one of five actions: "APPROVED," "APPROVED AS CORRECTED," "REVISE AND RESUBMIT," "NOT APPROVED," or "NO ACTION TAKEN." Contractors must not begin fabrication or work on items requiring submittal approval until receiving approved documentation. Electronic CAD files of project drawings are available at a cost of $25 per file plus a $60 administrative fee, paid in advance by certified check or money order. The document prohibits "mass submittals" (six or more items in one day or twenty or more items in one week); violations will result in extended review timelines at engineer discretion. Starting with the second resubmission, the owner may charge contractors for engineer review time and expenses at standard rates, offset against contractor payment.
