About this file

This is a Project Coordination specification document prepared by Herbert, Rowland & Grubic, Inc. for the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The project encompasses relocation of approximately 13,860 feet of 4-inch, 6-inch, and 8-inch ductile iron pipe (DIP) water main and associated appurtenances with new 12-inch DIP replacement, replacement of approximately fifteen fire hydrants, and transfer of approximately 180 existing water services to the new water main. Sealed bids are due online by Thursday, August 6, 2026, at 10:00 AM local time, with public bid opening immediately following. Bidding documents are available through https://pennbid.bonfirehub.com/, and prospective bidders are required to register as plan holders on the designated website to receive all official notifications, addenda, and bidding documents. The contract is structured as a single Prime Contract requiring furnishing of all necessary materials, equipment, labor, apparatuses, and miscellaneous items as specified in the contract documents.

The specification establishes coordination requirements that the Contractor must follow throughout the project, including scheduling coordination with subcontractors, maintenance of utility services to the public during construction, and modifications of existing facilities completed in sequence to maintain operations. The Contractor must notify adjacent residences, businesses, and emergency services a minimum of 48 hours prior to any road closures or work disruptions, utilizing door-to-door notification and door hangers. For service disruptions, the Contractor must provide advance notification to affected customers identifying the foreman contact information, interruption duration, and project details, with reminder notification on the day of service interruption. The Contractor bears all costs for repairing damages to existing facilities, operating alternate facilities beyond scheduled periods, and any additional expenses resulting from service disruptions. The Engineer must approve all proposed facilities and methods for maintaining continuity of Owner operations.
