About this file

This is a technical specification document for Aggregate Base Courses prepared by Herbert, Rowland & Grubic, Inc., applicable to the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The specification details the materials, quality standards, and installation procedures for aggregate subbase and aggregate base courses required for the project, which involves the relocation of approximately 13,860 feet of 4-inch, 6-inch, and 8-inch ductile iron pipe water main with replacement by new 12-inch DIP, replacement of approximately fifteen fire hydrants, and transfer of approximately 180 existing water services. The specification mandates the use of Type C or better No. 2A aggregate subbase in accordance with PennDOT Publication 408 Section 703.2, with AASHTO No. 1 coarse aggregate for repair work. All aggregate materials must originate from PennDOT-approved sources and be furnished from a single source throughout the work. Online bids are due Thursday, August 6, 2026, at 10:00 AM local time, with public bid opening immediately following, and work must be performed in accordance with PennDOT standards and West Donegal Township requirements.

The specification requires contractors to submit materials source names, manufacturer's certificates, and material slips certifying quantities utilized from producers in accordance with PennDOT specifications. Geotextile material (Class 4, Type B conforming to PennDOT Section 212.3) must be provided as an accessory material. Field quality control includes proof-rolling of subgrade with heavy pneumatic-tired equipment to identify soft pockets and areas of excess yielding, with excavation and replacement of unsatisfactory soils as directed by the engineer. Compaction standards reference Section 31 23 23.33 - Flowable Fill, and all tolerances and quality requirements are governed by Section 01 40 00 - Quality Requirements. The project documentation is available through the PennBid website at https://pennbid.bonfirehub.com/, where prospective bidders must register as plan holders to access all official notifications, addenda, and bidding documents.
