About this file
This is a closeout procedures specification document prepared by Herbert, Rowland & Grubic, Inc. for construction project management, applicable to the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The document establishes comprehensive procedures for project closeout, including prerequisites for substantial completion, final completion inspections, and final cleaning requirements. The closeout process requires contractors to submit maintenance manuals, project record documents, digital construction photographs, certificates of release from authorities having jurisdiction, certificates of insurance for continuing coverage, and initial punch lists documenting incomplete or nonconforming work items with anticipated completion dates. Contractors must also complete facility startup, testing, adjusting, and balancing of systems; obtain necessary occupancy certificates and releases from utility companies; deliver tools and spare parts to the Owner; perform lock changeover; remove temporary facilities; and execute final cleaning. The Engineer conducts substantial completion inspections upon contractor request, and if deficiencies are identified, the contractor must remedy them and resubmit for reinspection, repeating this process until work passes inspection.
For final completion, contractors must submit a final punch list confirming all items are completed, a final payment request with supporting documentation and insurance certificates, specified warranties and maintenance agreements, an accounting statement of final contract changes, affidavits of payment of debts and release of liens, and surety consent to final payment. The Engineer performs a final completion inspection, and any incomplete or defective work must be remedied with reinspections at the contractor's cost for reimbursement to the Owner. Final cleaning requirements include sanitizing equipment and fixtures with appropriate cleaning materials, removing debris from roofs and drainage systems, sweeping paved areas, raking landscaped surfaces, and removing all waste, surplus materials, and construction facilities from the site.
