About this file
This is a Quality Requirements specification document prepared by Herbert, Rowland & Grubic, Inc. for a construction project, establishing minimum standards for quality control, materials, workmanship, and testing procedures. The specification outlines comprehensive quality assurance protocols including manufacturer and fabricator qualifications, professional engineer credentials, and testing agency requirements. Key requirements include monitoring quality control over suppliers, manufacturers, products, and workmanship; compliance with specified standards and tolerances; qualification of personnel performing the work; and potential inspection by the Engineer and Owner at places of manufacture or fabrication. The document mandates the use of an independent testing agency acceptable to the Owner to perform specified testing, with the testing laboratory required to maintain a full-time specialist on staff and calibrated testing equipment traceable to the National Bureau of Standards. Testing, inspections, and source quality control may occur on or off the project site, with reports submitted by the independent firm to the Engineer, Contractor, and authorities having jurisdiction in Pennsylvania. The specification requires notification 24 hours before operations requiring testing services and establishes that retesting or re-inspection due to nonconformance will be performed by the same independent firm with testing charges deducted from the Contract Sum.
The specification prohibits accumulation of tolerances and requires compliance with manufacturers' recommended tolerances and reference standards unless more rigid requirements are specified in the contract documents. Labeling requirements mandate approved agency labels on products, assemblies, and systems required to be labeled by applicable code, with manufacturer nameplates, trademarks, logos, and identifying marks prohibited on surfaces exposed to view in public areas. The document emphasizes that employment of a testing agency shall not relieve the Contractor of its obligation to perform work according to contract requirements, and establishes specific agency responsibilities including testing samples, providing qualified personnel on-site, performing indicated sampling and testing according to specified standards, and attending preconstruction and progress meetings. When specified in individual specification sections, manufacturers must provide qualified staff to observe site conditions and report observations and any supplemental or contrary instructions given to installers compared to manufacturer written instructions.
