About this file
This document is a specification section for contract modification procedures issued by Herbert, Rowland & Grubic, Inc., applicable to the Elizabethtown Area Water Authority's water infrastructure projects. The section establishes standardized procedures for managing changes to contract work, including provisions for requests for interpretation (RFI), minor changes through field orders, proposal requests initiated by either the owner or contractor, and change order execution. The contract modification framework requires contractors to identify an authorized representative for receiving change documents, carefully review contract documents before commencing work, and promptly report any discrepancies to the engineer. For owner-initiated changes, the engineer issues proposal requests requiring contractors to submit detailed estimates within specified timeframes that include material quantities and costs, applicable taxes, delivery charges, equipment rental, labor costs, and updated construction schedules reflecting the change's impact. Contractor-proposed changes must include comprehensive documentation of the reason for the change and its effects on contract price and time. Change orders are executed upon owner approval of proposal requests, with options for stipulated price or unit price arrangements depending on contract circumstances.
The modification procedures also establish provisions for work change directives issued by the engineer and signed by the owner, which authorize contractors to proceed with work modifications pending subsequent change order execution. Contractors must maintain detailed time and material records for all directive work to substantiate costs and facilitate change evaluation. All revisions to the schedule of values, payment applications, progress schedules, and record documents must be promptly updated to reflect authorized changes as separate line items with corresponding adjustments to contract price and time. The specification does not address pricing terms, set-asides, incumbents, or funding sources, as it functions as a procedural framework applicable across multiple Elizabethtown Area Water Authority projects, including the Water Main Replacement Project Phase 4 Contract No. WR-4.
