About this file

This is a technical specification document for identification and marking of utilities piping and equipment prepared by Herbert, Rowland & Grubic, Inc., applicable to the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4). The specification establishes requirements for plastic ribbon tape identification systems used to mark direct-buried water utility lines and restrained joints. The primary products required include APWA Color-Code standard identification tape, minimum 6 inches wide by 5 mils thick with aluminum core for detectability, imprinted with "CAUTION BURIED WATER LINE BELOW," and restrained joint marking tape, minimum 2.5 inches wide by 4 mils thick with adhesive backing imprinted with "RESTRAINED JOINT." Installation requirements mandate that identification tape be placed continuously 24 inches below finish grade, above piping, with separate tape for each pipe in common trenches. Restrained joint marking tape must be adhered directly to pipe surfaces and applied along the entire length of pipe, including around the circumference of bells on all fittings and valves, with pipe surfaces free of frost and moisture prior to application.

The specification references ASME A13.1 standards for piping system identification color schemes and requires contractor submittals including manufacturer's catalog literature, shop drawings detailing wording, symbols, letter sizes, color-coding, and valve charts with tag numbers, locations, functions, and manufacturer information. Project record documents must document actual locations of tagged valves upon project closeout. All identification materials must be manufactured for direct burial service and conform to APWA Color-Code standards. No pricing information, set-asides, incumbent vendors, or funding sources are specified in this technical specification document.
