About this file
This is a technical specification document for the Operation and Maintenance of Water Utilities prepared by Herbert, Rowland & Grubic, Inc., applicable to water infrastructure projects undertaken by municipal water authorities such as the Elizabethtown Area Water Authority. The specification details the installation and operation of temporary bypass water systems to supply potable water during permanent water system installation, including the supply of temporary water mains, service connections, and appurtenances. Key products specified include High Density Polyethylene (HDPE) pipe rated at minimum 160 psi pressure, restrained joint PVC pressure pipe, HDPE fittings and couplings, water service hoses rated at 200 psi minimum working pressure, double check valve assemblies, isolation gate and butterfly valves, and appurtenances meeting NSF 61 or NSF 14 certification standards. Installation requirements mandate hydrostatic testing and bacteriological approval prior to customer connection, disinfection procedures with concentrated chlorine solutions, valve installation at 800-foot maximum intervals, protection at road and sidewalk crossings, and 24-hour emergency repair capability. The contractor bears full responsibility for system design, installation, maintenance, and removal once permanent systems are installed and approved.
The specification emphasizes materials sourcing and quality assurance, requiring all products to meet ASTM standards and American Water Works Association (AWWA) specifications, with NSF International certification mandatory for components contacting drinking water. No specific pricing terms, set-aside designations, incumbent contractors, or funding amounts are detailed within the specification document itself, as this is a technical standard referenced within broader water main replacement projects. The specification prohibits work during freezing weather, restricts water use to bypass system supply only, requires isolation valve testing before permanent main shutdown, and mandates removal of temporary systems and restoration of disturbed areas upon project completion. Connection of multiple units in series is prohibited; each temporary water service must have individual valved connections to the temporary water main.

Herbert, Rowland & Grubic, Inc. 33 01 10 - 4 009280.0426
E. The Contractor will not be allowed to use water for the temporary bypass pipes for any other purpose other than to supply the bypass pipes.
F. Supply and install “Out of Service” markers on all permanent hydrants while they are out of service, for the duration of the work. Maintain temporary bypass hydrants and “Out of Service” signs on the permanent hydrants until the water main and all permanent hydrants are completely installed.
G. The Contractor shall be responsible for maintenance and repair of the temporary bypass system. The Contractor shall be equipped to make all repairs necessary within 1-hours notifications for the duration of the Project. B. The Contractor shall provide protection of the temporary potable water supply services at locations such as road crossings, sidewalks, driveways, and walkways.
C. Ramp and maintain bypass pipe at road and driveway crossings. Bury bypass pipe at depth recommended by pipe manufacture for full width of pavement. Pavement shall be neatly saw cut and removed as required and the temporary water main shall be covered. Under no circumstance is a temporary water main road crossing trench to remain open and unprotected from vehicular and pedestrian traffic.
D. When temporary potable water supply services cross a driveway or a sidewalk, asphalt or another acceptable material shall be mounded over the pipe. A polyethylene sheet shall be placed as a barrier on concrete.
E. The Contractor shall provide adequate signage at locations where hoses are exposed and may present a public safety hazard.
F. At any connection of a temporary water main to the water supply and distribution system (e.g., at hydrants) a double check valve backflow preventer shall be installed.
