About this file
This is a Certificate of Substantial Completion document, a modified EJCDC C-625 form, prepared by the Engineers Joint Contract Documents Committee in 2018 and used by Northwestern Chester County Municipal Authority for the West Pump Station Replacement Project in Pennsylvania. The certificate establishes the date of substantial completion for construction work, marking the commencement of the contractual correction period and applicable warranties. The document applies to all work or specified portions thereof as designated by the Engineer and confirms that authorized representatives of the Owner, Contractor, and Engineer have inspected the work and determined it to be substantially complete. A punch list of items to be completed or corrected is attached to the certificate, though this list is not necessarily all-inclusive and does not relieve the Contractor of responsibility to complete all work according to the Contract Documents. The Certificate does not constitute acceptance of non-conforming work nor release the Contractor from its obligation to complete all work in accordance with the Contract Documents.
The certificate delineates the responsibilities between Owner and Contractor regarding security, operation, safety, maintenance, heat, utilities, insurance, and warranties upon the Owner's use or occupancy of the work, with provisions for amendments through mutual agreement as specified in Paragraph 15.03.D of the General Conditions. The date of substantial completion marks the beginning of the contractual correction period during which the Contractor remains responsible for warranty obligations and completion of any punch list items. The certificate requires execution by an authorized Engineer representative and may include attached documents such as the punch list and other supporting documentation. Any amendments to the Owner's or Contractor's responsibilities must be documented as part of the certificate record.
