About this file

This is a Submittal Procedures specification document for the West Pump Station Replacement Project administered by Herbert, Rowland & Grubic, Inc. (HRG) as the Engineer for the Northwestern Chester County Municipal Authority in Pennsylvania. The project involves construction of a new suction lift style pump station with building and site improvements to replace the existing West Pump Station, including demolition of the existing below-grade package pump station, construction of sanitary sewer piping and associated manholes, installation of new pumps, construction of force main piping, and general site improvements. Bids for three separate contracts—General Construction (WPS-1), Electrical Construction (WPS-2), and Mechanical Construction (WPS-3)—will be received online until Wednesday, May 20, 2026 at 10:00 AM local time, with bids submitted on a lump sum basis. Contractors must submit all required submittals, including product data, shop drawings, samples, construction progress schedules, and proposed product and subcontractor lists within 15 days of the Notice to Proceed and in compliance with the detailed submittal procedures outlined in the specification.

The submittal procedures establish that all submittals must be transmitted electronically as PDF files to the project website and must include contractor certification verifying review, approval, and compliance with Contract Documents. The Engineer will review submittals within 15 days excluding delivery time, excluding weekends, and classify them as either Action Submittals requiring responsive action or Informational Submittals for knowledge purposes only. Submittals may be returned with one of four actions: "APPROVED," "APPROVED AS CORRECTED," "REVISE AND RESUBMIT," or "NOT APPROVED." Contractors are prohibited from fabricating products or beginning work until approved submittals have been received. The specification prohibits "mass submittals" defined as six or more submittals in one day or 20 or more in one week; such submittals may result in extended review timelines. Starting with the second resubmission, contractors may be charged by the Owner for Engineer time and expenses at standard rates, with charges offset against contractor payments.
