About this file

This is a Bid Form for Construction Contract submitted to the Northwestern Chester County Municipal Authority (NCCMA) in Honey Brook, Pennsylvania for the West Pump Station Replacement Project. The project encompasses the construction of a new suction lift style pump station with building and site improvements to replace the existing West Pump Station, including demolition of the existing below-grade package pump station, construction of sanitary sewer piping and associated manholes, installation of new pumps, construction of force main piping, and general site improvements such as new fencing, gates, pavement, and electrical connections. Bids are being solicited separately for three contracts: WPS-1 (General Construction), WPS-2 (Electrical Construction), and WPS-3 (Mechanical Construction), with all bids to be submitted on a lump sum basis. Bidding documents are available through the designated website at https://pennbid.bonfirehub.com/, with bids to be received online until Wednesday, May 20, 2026 at 10:00 AM local time, at which point submitted bids will be publicly opened and read. Prospective bidders are required to visit the site, conduct a thorough visual examination, and become familiar with local conditions affecting cost, progress, and performance of the work.

The bid form requires bidders to submit a lump sum price for all work, with the understanding that pricing is premised upon performing and furnishing all work required by the bidding documents. Bidders must provide bid security, a Non-Collusion Affidavit, a Public Works Employment Verification Form, and a Certification of Bidder regarding Equal Employment Opportunity. The bid remains subject to acceptance for 60 days after bid opening, or 120 days if award is delayed by required approval of another government agency, bond sales, or grant awards. Bidders must acknowledge receipt of all addenda and certify that the bid is genuine, not collusive, and submitted in compliance with applicable laws and regulations. The bid form also requires bidders' representations that they have examined all bidding documents, including any technical data and reports on subsurface conditions and hazardous environmental conditions, and that no further examinations are necessary for performance of the work at the contract price and within the contract times.
