About this file
This is a Closeout Procedures specification document for the West Pump Station Replacement Project administered by the Northwestern Chester County Municipal Authority in Pennsylvania. The document establishes the requirements and procedures that the contractor must follow upon project completion, including submissions of maintenance manuals, project record documents, digital construction photographs, facility startup and testing, system adjustments and balancing, and demonstrations to the Owner's operating personnel. The contractor must submit an initial punch list indicating incomplete items, anticipated completion dates, and the value of nonconforming work before requesting Certification of Substantial Completion. Prerequisites for substantial completion include obtaining releases from authorities having jurisdiction and utility companies, delivering tools and spare parts to the Owner, performing final lock changeover, removing temporary facilities, and conducting final cleaning of the project site.
The closeout procedures establish a phased inspection and certification process, with the Engineer responsible for determining whether work meets substantial and final completion standards. Upon substantial completion, the Engineer prepares a Certificate of Substantial Completion accompanied by a verified final punch list, allowing the Owner occupancy while the contractor completes remaining items within a stipulated timeframe. Final completion requires submission of warranties, maintenance bonds, final payment requests with releases, accounting statements for contract changes, contractor affidavits regarding payment of debts and lien releases, and surety consent to final payment. The contractor must reimburse the Owner for Engineer re-inspection costs resulting from incomplete or defective work. Final cleaning requirements include sanitizing equipment and fixtures, cleaning operating equipment filters, removing debris from roofs and drainage systems, sweeping paved areas, and removing all waste materials and construction facilities from the site.
