About this file

This is a technical specifications document for Erosion and Sedimentation Controls prepared by Herbert, Rowland & Grubic, Inc. for the Elizabethtown Area Water Authority's Water Main Replacement Project Phase 4 (Contract No. WR-4) in Lancaster County, Pennsylvania. The specification establishes guidelines and techniques for minimizing erosion, sedimentation, and stormwater pollution during and after construction. The project scope includes relocation of approximately 13,860 feet of 4-inch, 6-inch, and 8-inch DIP water main with new 12-inch DIP installation, replacement of approximately fifteen fire hydrants, and transfer of approximately 180 existing water services. Bids are due online by Thursday, August 6, 2026, at 10:00 AM local time, with public bid opening immediately following. Bidding documents are available at https://pennbid.bonfirehub.com/. The contractor is responsible for all materials, equipment, labor, and miscellaneous items as specified in the contract documents, with all work to be completed in compliance with Pennsylvania Department of Environmental Protection and Lancaster County Conservation District requirements.

The specification requires contractors to prepare and submit an Erosion and Sediment Pollution Control Plan for approval by the Lancaster County Conservation District prior to commencing earth-moving activities for any work not depicted in the contract drawings, including spoil or borrow areas. The contractor bears full financial responsibility for any fines and associated costs resulting from inadequate erosion and sedimentation protection. Additional erosion and sedimentation controls may be required at problem areas that develop during construction beyond those shown in the contract drawings. The specification provides general guidelines while deferring specific product materials, preparation procedures, installation methods, and maintenance requirements to the contract drawings, indicating detailed technical specifications are contained elsewhere in the project documentation.
