About this file
This is a Buy America Certification document for FHWA Solicitation No. BPM007146, submitted by Tel Tech Networks Inc. on behalf of the Arizona Department of Transportation procuring materials for the City of Avondale. The procurement encompasses CCTV cameras and cellular communications equipment for eight signalized intersections, including eight Axis Q6075-E 60 Hz network PTZ cameras with pole mounts, pendant kits, Cisco industrial 8-port switches with 5-year SmartNet warranties, power supplies, DIN rail mount kits, and sixteen Equal Optics industrial temperature SFP+ transceivers and fiber patch cables. All offers were required to be submitted electronically through the Arizona Procurement Portal with a deadline of September 25, 2025, and must remain open for 120 days from submission. The contract is structured as a fixed-price procurement with an initial twelve-month term and potential extensions up to twenty-four months. Delivery of all items must be made to the Avondale Municipal Operations Service Center, with contractors required to provide advance notice of seven days prior to delivery.
The certification confirms that the bidder or offeror will meet the certificate of compliance requirements under 23 U.S.C. Section 313 and applicable regulations in 23 CFR 635.410, ensuring compliance with domestic materials and products requirements for FHWA-funded projects. This requirement applies to the offeror and all lower-tier subcontractors. Evaluation will focus on offeror responsibility and responsiveness, including past contract performance, legal qualifications, financial resources, and compliance with immigration laws. Bidders must register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS) and complete all required information in the APP Questionnaire and Item tabs. The state reserves the right to make multiple awards or award contracts by individual line items, selecting the lowest responsible and responsive offeror. All submitted offers become public records retained by the state for six years.
