Buy America Certification - FHWA Certification of Domestic Materials and Products
This is a Buy America Certification document issued by the Arizona Department of Transportation (ADOT) on behalf of the City of Avondale for solicitation number BPM007146, requiring bidders to certify compliance with domestic materials procurement requirements. The certification applies to all offers for FHWA-funded projects and must be completed and submitted by all bidders and subcontractors; bids lacking this completed attachment will be rejected as nonresponsive. The procurement involves CCTV cameras and cellular communications equipment for eight signalized intersections, including eight Axis Q6075-E 60 Hz network PTZ cameras, pole mounts, pendant kits, Cisco industrial 8-port switches with 5-year SmartNet warranties, power supplies, DIN rail mount kits, and sixteen Equal Optics industrial temperature SFP+ transceivers and fiber patch cables. All offers are due by September 25, 2025, must be submitted electronically through the Arizona Procurement Portal (APP), and shall remain open for 120 days from the submission date. The contract is fixed-price with a twelve-month term and potential extensions up to twenty-four months, with all materials to be delivered to the Avondale Municipal Operations Service Center.
Bidders must certify compliance with 23 U.S.C. Section 313 and 23 CFR 635.410, confirming they will meet certificate of compliance requirements for procurement of steel, iron, and manufactured products. This is a material-only contract, with the City of Avondale responsible for installation; bidders must provide seven days' notice prior to delivery and register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS). The solicitation emphasizes offeror responsibility and responsiveness in evaluation, considering past contract performance, legal qualifications, and financial resources. Contractors must declare tax identification numbers and compliance with federal immigration regulations. The state reserves the right to make multiple awards or award contracts by individual line items, with the lowest responsible and responsive offeror being selected.
