About this file
This is a Bid Form for Construction Contract submitted to the Elizabethtown Area Water Authority for the Water Main Replacement Project Phase 4 (Contract No. WR-4). The project encompasses relocation of approximately 13,860 feet of 4-inch, 6-inch, and 8-inch ductile iron pipe (DIP) water main with associated appurtenances, replacement with new 12-inch DIP water main, replacement of approximately fifteen fire hydrants, and transfer of approximately 180 existing water services from the existing water main to the new 12-inch DIP water main. The bid form contains 54 unit price line items covering general work (mobilization, erosion control, traffic maintenance), water main pipe and appurtenances (ranging from 4-inch to 12-inch DIP pipe, gate valves, line stops, and connections), water service lines (3/4-inch through 2-inch with trenchless options), fire hydrants, private lead service line replacement, test pits, utility location services, pavement and sidewalk restoration, and miscellaneous excavation and backfill. Online bids were to be received until Thursday, August 6, 2026, at 10:00 AM local time through https://pennbid.bonfirehub.com/, with public bid opening immediately following. The bid acceptance period extends 60 days after bid opening, or 120 days if delayed by required approval from another government agency, bond sales, or grant awards.
Bidders must submit bid security in the form of a certified check or bid bond along with a non-collusion affidavit, public works employment verification form, and equal employment opportunity certification. Each unit price bid item includes overhead and profit, with estimated quantities provided solely for bid comparison purposes and final payment based on actual quantities as determined in the contract documents. The bid form requires bidder representations and certifications regarding examination of bidding documents, site visits, familiarity with applicable laws and regulations, review of subsurface and environmental condition reports, and confirmation that no further investigations are necessary to perform the work at the contract price within the contract times. Bidders must certify that bids are genuine, not collusive, and comply with provisions against corrupt, fraudulent, collusive, or coercive practices. The contract documents reference liquidated damages provisions for failure to meet completion dates, and the bidder is required to acknowledge receipt of all addenda and accept all terms of the instructions to bidders and general conditions.
