About NIGP 98112
NIGP 98112 Air Conditioning Equipment and Accessories Rental or Lease is an Item code under which state and local governments procure temporary and emergency HVAC units with installation support, electrical connections, ducting, and full-service maintenance for declared disasters, facility outages, and operational contingencies. Recent solicitations show governments buying chiller rentals, portable air conditioning units with complete installation packages, and HVAC equipment as part of broader emergency ground support equipment rosters. Issuing bodies span state emergency management agencies (Texas Division of Emergency Management), correctional facilities (Illinois Department of Corrections), higher-education institutions (Texas A&M University), and county governments (Hillsborough County). The mix reflects both routine facility needs and surge demand during all-hazards emergency response, where 24-hour on-call delivery, maintenance, and replacement capability are mandatory contract terms.
Texas dominates recent activity under this code, with two major emergency ground support equipment rentals posted by the Texas Comptroller of Public Accounts Statewide Procurement Division on behalf of the Texas Division of Emergency Management—RFP 304T-27-975M4.2 (proposals due October 29, 2026, with a mandatory pre-proposal conference October 2 via Microsoft Teams and a 2.0% service-disabled veteran utilization goal) and an earlier contingency RFP 304T-26-975M4.1 (closed April 28, 2026). The Texas TDEM solicitations specify five HVAC units minimum alongside forklifts, generators, light towers, pumps, and hygiene equipment across eight disaster regions, with firm pricing including statewide shipping and fuel, 70% evaluation weight on ability to perform and past performance since 2018, and awards to multiple vendors through December 31, 2030. A Texas A&M University ITB for chiller rental and accessories (ITB TAMU-ITB-27-5110, bids due September 18, 2026) and an Illinois Menard Correctional Center RFP for temporary air conditioning units with electrical leads and ducting (due July 10, 2026) represent single-facility needs. The Texas opportunities carry mandatory insurance minimums of $1 million Commercial General Liability and HUB or VetHUB subcontracting plans.
