About this opportunity
The Port of Portland is soliciting bids for selected tenant improvements to the International Arrivals Hall at Portland International Airport under Solicitation 2026-14471, with electronic bids due October 7, 2026 at 2 p.m., a pre-bid meeting scheduled via Microsoft Teams on September 23 at 1 p.m., and anticipated onsite work commencing January 4, 2027.
The scope encompasses installation of new Port-furnished passport control booths; fixed barricades and gates for passenger flow control; expansion and modification of back-of-house and office areas; interior paint and flooring finishes; reconfiguration of baggage recheck and bus queuing areas; modification and reinstallation of handrails on existing staircases; and addition of new hardware to existing exterior doors. Three additive alternates are included. Work must be completed during hours when the Federal Inspection Station and International Arrivals Hall are not in operation, with passport control booth replacement executed in two phases to ensure no more than five booths are out of service simultaneously. Substantial completion is required by March 19, 2027, with final completion within 90 days thereafter.
Bids must be submitted on prescribed forms and accompanied by bid security equal to at least 10 percent of the bid amount. The contractor must register with the State of Oregon Construction Contractors Board, comply with prevailing wage requirements under ORS 279C.800 to 279C.870, and disclose first-tier subcontractors within two working hours after bid opening. Performance and labor/material payment bonds equal to the full contract value are required. The Port's target for registered apprentice participation is 20 percent of total labor hours. Liquidated damages are assessed at $2,000 per day for delays beyond the substantial completion date and $1,000 per 30-minute period for failure to vacate and secure the work area upon Port notice. Prequalification is not required. Contractors and subcontractors are encouraged to register at https://www.planetbids.com/portal/portal.cfm?CompanyID=15598 to receive notifications and access project documents.
