About this opportunity
Pinellas County, Florida is conducting a competitive Request for Proposals (RFP 26-0234-RFP) to procure comprehensive janitorial services for Construction and Property Management Department facilities across the county and related jurisdictions. The solicitation seeks proposals from qualified contractors to provide all management, supervision, labor, materials, supplies, and equipment necessary to deliver janitorial and related services in accordance with current industry standards, applicable regulations, codes, and statutes. Services encompass daytime porter operations, routine scheduled cleaning, floor maintenance, supplies distribution, and inventory management across approximately 50+ facilities totaling over 2 million square feet, including courthouse complexes, sheriff's office locations, detention centers, tax collector offices, emergency response facilities, animal services, museums, and administrative buildings, organized into regional service groups (Northwest, Northeast, Southeast, Midcounty, and Detention). The Service Level Matrix establishes six distinct service levels (A through F) specifying cleaning frequencies ranging from daily to semi-annual depending on facility type and traffic volume, with detailed performance standards covering general office areas, conference rooms, restrooms, fitness centers, kitchens, lobbies, corridors, stairways, elevators, sensitive equipment areas, and detention facilities. Required contractor qualifications include a minimum of five years in continuous business, local presence within 50 miles of Pinellas County, a minimum of three customer references, financial capacity documentation, equipment inventory listing, E-Verify compliance, and background-cleared employees with required security clearances. The initial contract term is 36 months from the award date with two optional 12-month renewal periods available at the County's discretion, and contractors must maintain comprehensive insurance coverage including General Liability with a $1,000,000 combined single limit and Workers' Compensation at statutory limits. Proposals are due on March 17, 2026, at 3:00 p.m., with a question submission deadline of March 12, 2026, at 2:00 p.m.; no site visits or pre-conference meetings are scheduled. Award will be made to the most qualified responsive bidder based on established evaluation criteria, with pricing submitted through the OpenGov electronic platform using unit costs and monthly rates, and annual price adjustments permitted up to the lesser of the Consumer Price Index or 5% upon request 90-120 days prior to each contract anniversary.
The procurement does not specify set-aside designations or restrictions limiting response by disadvantaged enterprises or particular organization types based on available documentation. The fiscal review indicates that the previous contract was awarded to High Sources Inc. under Contract Number 23-0230-ITB with a three-year term commencing September 30, 2026, and concluding September 30, 2029, with a total contract value of $5,556,534.84, representing an annual estimated expenditure of $1,852,178.28. The County currently furnishes consumable items including toilet paper, paper towels, hand soap, and all approved cleaning chemicals, while the contractor must provide all labor, supervision, equipment, materials, tools, and specialty products for floor stripping and refinishing, along with approximately 450 hours of miscellaneous special services, 50 hours for pre/post activation cleaning, and 100 hours for emergency activation porter services. The contract is budgeted within the CPM Department Operating Budget, with FY26 allocations of $2,598,160.00 distributed across multiple account strings for other contractual services and operating supplies, and although this new contract will not affect the FY26 Adopted Budget due to its September 30, 2026 implementation date, it will require programming into CPM's FY27 budget submission. All contractors must comply with mandatory affidavits and attestations including the Common Carrier Attestation (Florida Statute 908.111 and 92.525), Foreign Countries of Concern Affidavit (Section 287.138, Florida Statutes), and Human Trafficking Affidavit (Section 787.06(14), Florida Statutes), with all documents required to be notarized under penalties of perjury prior to contract award.
