Fiscal Review Summary: Janitorial Services Contract for Pinellas County, Florida
This fiscal review document evaluates a new three-year janitorial services contract awarded to High Sources Inc. by Pinellas County's Construction and Property Management Department. The contract covers comprehensive janitorial services across 50+ county facilities totaling over 2 million square feet, including courthouse complexes, sheriff's offices, detention centers, tax collector offices, emergency response facilities, animal services, museums, and administrative buildings organized into five regional service groups. Services encompass daytime porter operations, routine scheduled cleaning, floor maintenance, supplies distribution, and inventory management across six distinct service levels with varying cleaning frequencies based on facility type and traffic volume. The contract term extends 36 months from September 30, 2026, through September 30, 2029, with two optional 12-month renewal periods available at the County's discretion. The Request for Proposals (RFP 26-0234-RFP) was issued with a proposal submission deadline of March 17, 2026, at 3:00 p.m., and a question deadline of March 12, 2026, at 2:00 p.m., with no scheduled site visits or pre-bid conferences.
The total contract value is $5,556,534.84, representing an annual estimated expenditure of $1,852,178.28. The contract is budgeted within the CPM Department Operating Budget, with FY26 allocations of $2,598,160.00 distributed across account strings for other contractual services and operating supplies; however, due to the September 30, 2026, implementation date, this contract will not impact the FY26 Adopted Budget but requires programming into the FY27 budget submission. Prior expenditures under the incumbent vendor total $2,083,677.79 for FY25 and $316,828.38 as of December 31, 2025. The County furnishes consumable items including toilet paper, paper towels, hand soap, and approved cleaning chemicals, while the contractor must provide all labor, supervision, equipment, materials, tools, and specialty products for floor maintenance services. Contractor qualifications include a minimum of five years in continuous business, local presence within 50 miles, three customer references, financial capacity documentation, E-Verify compliance, and background-cleared employees with required security clearances. All contractors must maintain comprehensive insurance coverage with General Liability of $1,000,000 combined single limit and Workers' Compensation at statutory limits, and must execute mandatory affidavits regarding common carriers, foreign countries of concern, and human trafficking in compliance with Florida statutes.

9. Analysis (annual impact based on contract modification date)
· The fiscal impact of this new contract is an overall cost of $5,556,534.84 and a YoY cost of $1,852,178.28 (based on a 3-year contract). Due to the timing of this new contract (which will affect FY27 and onward based on the anticipated end date (09/30/26) of the existing contract), this item WILL NOT AFFECT the FY26 Adopted Budget BUT WILL BE BETTER PROGRAMMED into CPM’s FY27 Budget (once submitted in March 2026). As of 12/31/25, the costs associated with this vendor for janitorial services totaled $316,828.38. In FY25, the final costs associated with this vendor totaled $2,083,677.79. Any overages would be absorbed by the department or addressed via a budget amendment.
