About this file
This is a Common Carrier Attestation document required by Pinellas County, Florida for the Janitorial Services for Construction and Property Management Facilities contract (RFP 26-0234-RFP). The attestation is a mandatory compliance requirement under Florida Statute 908.111 and 92.525, in which authorized contractor representatives must attest under penalties of perjury that they are not willfully providing and will not willfully provide services to transport unauthorized aliens into Florida, except to facilitate detention, removal, or departure from the state or United States. Contractors must identify themselves as "common carriers" if applicable and provide their Federal Work Authorization User Identification Number, name, signature, date, and the Pinellas County contract name and number. The County reserves the right to terminate the associated agreement for cause if the Contractor is found in violation of this attestation.
This attestation is one of three mandatory affidavits and attestations required prior to contract award, along with the Foreign Countries of Concern Affidavit and Human Trafficking Affidavit, and must be notarized under penalties of perjury. All documentation must be completed and submitted before a contractor can be awarded the janitorial services contract, which involves comprehensive cleaning services across 50+ county facilities totaling over 2 million square feet with a 36-month initial term and two optional 12-month renewal periods. The previous contract was valued at $5,556,534.84 over three years, and the new contract will be funded through the CPM Department Operating Budget with FY27 budget programming required.
