About this file

This is a fiscal review document for a new janitorial services contract awarded by Pinellas County, Florida's Construction and Property Management (CPM) Department. The RFP 26-0234-RFP seeks comprehensive janitorial services across approximately 50+ county facilities totaling over 2 million square feet, including courthouse complexes, sheriff's offices, detention centers, tax collector offices, emergency response facilities, and administrative buildings organized into five regional service groups. Services include daytime porter operations, routine scheduled cleaning, floor maintenance, supplies distribution, and inventory management across six distinct service levels (A through F) with varying cleaning frequencies from daily to semi-annual. The solicitation requires proposals from contractors with a minimum of five years continuous business experience, local presence within 50 miles of Pinellas County, three customer references, and employees with appropriate security clearances. Proposals were due March 17, 2026, at 3:00 p.m., with a question submission deadline of March 12, 2026, at 2:00 p.m. The initial contract term is 36 months with two optional 12-month renewal periods available at the County's discretion.

High Sources Inc. was awarded the contract under Contract Number 23-0230-ITB with a total value of $5,556,534.84 over the three-year term commencing September 30, 2026, and concluding September 30, 2029, representing an annual estimated expenditure of $1,852,178.28. The FY26 budget allocation of $2,598,160.00 is distributed across multiple account strings for other contractual services and operating supplies; however, this new contract will not impact the FY26 Adopted Budget due to its September 30, 2026 implementation date and will require programming into CPM's FY27 budget submission. The County furnishes consumable items including toilet paper, paper towels, hand soap, and approved cleaning chemicals, while the contractor provides all labor, supervision, equipment, materials, tools, and specialty products, along with approximately 450 hours of miscellaneous special services, 50 hours for pre/post activation cleaning, and 100 hours for emergency activation porter services. Contractors must maintain comprehensive insurance coverage including General Liability with a $1,000,000 combined single limit and Workers' Compensation at statutory limits, comply with E-Verify requirements, and execute mandatory affidavits regarding common carrier status, foreign countries of concern, and human trafficking attestations, all notarized under penalties of perjury prior to contract award.
