About this opportunity

The State of Illinois, through the Department on Aging, is seeking to award a sole source contract to ASGK Holdings, LLC d/b/a KIVVIT, LLC for a COVID Vaccine Outreach and Education Campaign. The campaign must be rapidly available to share information with vulnerable populations, such as homebound seniors, and be consistent with messaging from other state agencies. The vendor must be able to quickly build upon an existing platform used by the Department of Human Services to ensure efficient delivery and consistent messaging across the state's COVID-related outreach efforts, while also being adaptable to address misinformation. The campaign will include an outreach and education plan, messaging plan, implementation plan, and paid media placements. The initial contract term is from May 2, 2022 to May 1, 2023, with no renewal options, and the value of the initial term is not to exceed $886,000, to be funded with federal sources that are due to expire on September 30, 2022.

The Department on Aging has determined that ASGK Holdings, LLC d/b/a KIVVIT, LLC is the sole economically feasible source for this project due to its ability to rapidly implement the campaign, leverage existing state infrastructure and messaging, and reduce development costs compared to a new vendor. A public hearing will be held on April 27, 2022 to receive comments on the appropriateness of awarding this contract through a sole source method. There are no set-aside designations or restrictions on the types of organizations that can respond, and no incumbent vendors or current contractors are listed.
