About this opportunity

The City of Midland, Texas is requesting sealed bids for construction on the East Golf Course Road at Midland Draw Project (T21-06), involving replacement of an existing low water crossing with a cul-de-sac, removal of the current crossing, and extension of Scharbauer Draw from Fairgrounds Road southeast to connect to Golf Course Road east of the channel, with sealed bids due October 22, 2026 at 2:00 p.m. A non-mandatory pre-bid meeting is scheduled for 3:00 p.m. on October 14, 2026 in the basement conference room of City Hall, 300 N. Loraine Street, Midland, Texas.

The scope encompasses 56 distinct bid items organized into five categories: Miscellaneous (mobilization, erosion control, traffic control, job site safety, seeding); Demolition (site preparation, excavation, pavement removal, fence and gate removal across approximately 5 acres and 7,935 square yards); Storm Drain (concrete box culvert, headwall, scupper, flume, rip-rap); Paving (concrete and asphalt placement, curb and gutter, sidewalk installation); and Traffic Control (pavement markings, signage, delineators). Work must be substantially completed within 120 calendar days from the notice to proceed. Contractors must utilize Procore project management software during construction for submittals, scheduling, testing, invoicing, and change orders. A one-year warranty applies upon project acceptance.

The City offers local-vendor preference under Texas Local Government Code 271.9051: when a local bidder's proposal is within 5 percent of the lowest non-resident bid, the City Council may award to the local bidder if it determines the award offers the best combination of price and economic development opportunities including local employment and tax revenue. Eligibility is established through the Affidavit of Eligibility form.

Bidders must submit a 5 percent bid bond or proposal guaranty with sealed bids, along with Form CIQ (Conflict of Interest Questionnaire) filed with the City Secretary within 7 business days of becoming aware of facts requiring disclosure under Texas Local Government Code Chapter 176. The awardee must furnish Performance and Payment Bonds equal to 100 percent of the total contract price, execute within 15 days of award, and maintain comprehensive insurance (Commercial General Liability $1 million per person/$1 million per occurrence, Business Automobile Liability $250,000 combined single limit, Workers' Compensation at statutory limits, Employers' Liability $500,000 per accident). All insurance must name the City as additional insured. Liquidated damages are assessed at $500 per day for delays beyond the completion deadline. Payment retainage is 5 percent, with final payment made 30–35 days after issuance of the Certificate of Completion. Questions are due at Noon on October 16, 2026; responses will be issued by addendum on October 19. Bids may be submitted digitally through bonfirehub.com, by mail, or in person at City Hall. No bid may be withdrawn within 60 days after bid opening.
