Amendment #10 to RFP #32701-25-414 - State Revolving Loan Fund Program Data Management System
This is Amendment #10 to a Request for Proposals issued by the State of Tennessee Department of Environment and Conservation for a Commercial-off-the-Shelf (COTS) solution to provide integrated loan and grant servicing for the State Revolving Fund Program and State Water Infrastructure Grant Program. The amendment updates the RFP Schedule of Events with revised critical dates. The Pre-Response Conference was held on November 21, 2025, followed by a Notice of Intent to Respond deadline of November 24, 2025. Written questions and comments were due December 3, 2025, with the State providing responses on December 30, 2025. A second round of written questions was due March 16, 2026, with State responses on March 30, 2026. The Response Deadline for proposals is April 15, 2026 at 2:00 p.m. Central Time. Technical response evaluations will be completed by May 8, 2026, with respondent oral presentations scheduled for May 15 and 18, 2026 from 8:00 a.m. to 4:30 p.m. Cost proposals will be opened and scored on May 19, 2026, followed by negotiation from May 22-26, 2026. The State will release a Notice of Intent to Award on May 28, 2026, with a protest period ending June 4, 2026. The contract will be sent to the selected contractor on June 5, 2026, with a signature deadline of June 12, 2026. The underlying contract is for a 60-month term with a maximum estimated liability of $4,000,000.
The amendment clarifies two substantive RFP matters through responses to vendor questions. First, the State defines the "Procurement Specialist" identified as key personnel as a vendor point of contact responsible for ensuring all goods, services, pricing, and deliverables are fulfilled correctly, managing contract purchasing decisions, coordinating with the State, managing contractual timelines, overseeing compliance, and resolving supply or delivery issues. Second, the State explicitly states that "Evaluation Factors" in the Cost Proposal and Scoring Guide are not volume guarantees or minimum purchase quantities and create no rights, interests, or claims of entitlement for respondents; these factors are for evaluation purposes only. All other terms and conditions of the RFP remain in full force and effect unless expressly amended in this amendment, which became effective upon release.

QUESTION / COMMENT STATE RESPONSE
Pro Forma A.7
1. The State indicates to provide a Procurement Specialist as key personnel. Can the state please clarify what the role of the Procurement Specialist is in the context of this work? Is this intended to be a loan procurement specialist, or the vendor's contract manager/ specialist to assist with contract management with the State?
The State may recognize ‘procurement specialist’ as a vendor’s point of contact who ensures that all goods, services, pricing, and deliverables outlined in the awarded contract are fulfilled correctly. The ‘procurement specialist’ may handle contract purchasing decisions, coordinate with the State, manage contractual timelines, oversee compliance with contract terms, and support the resolution of any supply or delivery issues that arise during the contract period.

2. Can the State please confirm that the term 'Evaluation Factor' being used in Attachment 6.3 is intended to be an estimate of the number of cost units for that line item, rather an evaluation scoring factor?
No. The evaluation factors do NOT and should NOT be construed as any type of volume guarantee or minimum purchase quantity. The evaluation factors shall NOT create rights, interests, or claims of entitlement in the Respondent. The evaluation factors are for evaluation purposes only.
3. RFP Amendment Effective Date. The revisions set forth herein shall be effective upon release. All other terms and conditions of this RFP not expressly amended herein shall remain in full force and effect.
