Amendment #10 to RFP #32701-25-414 for State Revolving Loan Fund Program Data Management System
This document is Amendment #10 issued by the Tennessee Department of Environment & Conservation for RFP #32701-25-414, a Request for Proposals for a comprehensive Commercial-off-the-Shelf (COTS) solution providing integrated loan and grant servicing, management, tracking, and reporting functionality for the State Revolving Fund (SRF) Loan Program and State Water Infrastructure Grant (SWIG) Program. The system must support Clean Water State Revolving Fund (CWSRF), Drinking Water State Revolving Fund (DWSRF), and SWIG, accommodating approximately 40 internal users and 600 external users across Tennessee municipalities, utility districts, and water authorities. The amendment updates the RFP schedule with key deadlines as follows: the Pre-Response Conference is scheduled for November 21, 2025 at 10:00 a.m. (Central Time); the Notice of Intent to Respond Deadline is November 24, 2025 at 2:00 p.m.; written questions and comments are due December 3, 2025 at 2:00 p.m., with a second round due March 16, 2026 at 2:00 p.m.; the Response Deadline is April 15, 2026 at 2:00 p.m.; and respondent oral presentations are scheduled for May 15 and 18, 2026 from 8:00 a.m. to 4:30 p.m. The State anticipates completing technical evaluations by May 8, 2026, opening and scoring cost proposals on May 19, 2026 at 2:00 p.m., conducting negotiations May 22-26, 2026, and releasing a Notice of Intent to Award on May 28, 2026 at 2:00 p.m., with the protest period ending June 4, 2026. The contractor signature deadline is June 12, 2026 at 2:00 p.m.
The amendment clarifies two substantive RFP provisions through question-and-answer responses. First, the State defines the "Procurement Specialist" listed as key personnel as the vendor's point of contact responsible for ensuring all goods, services, pricing, and deliverables outlined in the awarded contract are fulfilled correctly, including handling contract purchasing decisions, coordinating with the State, managing contractual timelines, overseeing compliance with contract terms, and supporting resolution of supply or delivery issues. Second, the State explicitly clarifies that "Evaluation Factors" referenced in Attachment 6.3 (Cost Proposal & Scoring Guide) are NOT volume guarantees or minimum purchase quantities and create no rights, interests, or claims of entitlement in respondents; these factors are stated as being for evaluation purposes only. All amendments become effective upon release, with all other terms and conditions of the RFP remaining in full force and effect.

QUESTION / COMMENT STATE RESPONSE
Pro Forma A.7
1. The State indicates to provide a Procurement Specialist as key personnel. Can the state please clarify what the role of the Procurement Specialist is in the context of this work? Is this intended to be a loan procurement specialist, or the vendor's contract manager/ specialist to assist with contract management with the State?
The State may recognize ‘procurement specialist’ as a vendor’s point of contact who ensures that all goods, services, pricing, and deliverables outlined in the awarded contract are fulfilled correctly. The ‘procurement specialist’ may handle contract purchasing decisions, coordinate with the State, manage contractual timelines, oversee compliance with contract terms, and support the resolution of any supply or delivery issues that arise during the contract period.

2. Can the State please confirm that the term 'Evaluation Factor' being used in Attachment 6.3 is intended to be an estimate of the number of cost units for that line item, rather an evaluation scoring factor?
No. The evaluation factors do NOT and should NOT be construed as any type of volume guarantee or minimum purchase quantity. The evaluation factors shall NOT create rights, interests, or claims of entitlement in the Respondent. The evaluation factors are for evaluation purposes only.
3. RFP Amendment Effective Date. The revisions set forth herein shall be effective upon release. All other terms and conditions of this RFP not expressly amended herein shall remain in full force and effect.
