About this file
This is a B60 Price Schedule for B60 Production Facility Repairs, establishing line items for cost estimation and contract pricing. The schedule encompasses a comprehensive renovation project with a base price (Line Item 1) covering all work in accordance with drawings and specifications, broken down into 33 subtotal line items (1A through 1GG) that segregate work by trade and hazardous material abatement activities. Base bid work includes structural/architectural repairs, fire protection, mechanical and plumbing, electrical (including communications and security systems), civil earthwork and site improvements, building demolition, removal of industrial equipment and hazardous materials, utility connections to existing trailers, rock removal and backfill, soil excavation and replacement, and miscellaneous debris removal. The schedule also includes multiple specialized line items for hazardous material testing and abatement, including lead-containing materials (LCM) paint removal, asbestos-containing materials (ACM) removal across multiple categories (pipe insulation, fittings, joint compound, sealants, flooring, and debris), and testing via PLM, TEM, paint RCRA 8, dust RCRA 8, and PCB analysis. Additional base bid items address micropile installation with load testing, wood flooring and ceiling replacement, masonry crack repairs, and industrial hygienist services.
The schedule includes eleven optional line items (Items 2-12) available for Government exercise within 365 calendar days of contract award, including Furniture, Furnishings, and Equipment ($233,363 government estimated price); Industrial Equipment procurement and installation ($1,695,370 government estimated price); radon fan installation; Electronic Security Systems; additional wood window repairs; additional annex repairs; additional finishes; electrical service infrastructure; resinous flooring; and communication service routing. All optional items require firm fixed pricing with no economic price adjustment. The contract completion date is 622 calendar days after award, with an additional 40 days if Option Item 3 is exercised. Award will be made on Line Item 1 total price only. Evaluation of options will include option prices in the evaluation but does not obligate Government exercise. The Government reserves the right to reject materially unbalanced offers. If any optional items are exercised, additional bonding and surety consent is required, with the Performance Bond reflecting 100 percent of aggregate amounts.

GENERAL BID NOTES
a. Award will be made on the total sum of Line Item 1.
b. The Government reserves the unilateral right to award Line Items 6through 12 to the Contractor at the proposed price within 365 calendar days after the contract award. A firm fixed proposed price is required for Line Items 2 through 12. No provision is made for economic price adjustment. If Line Items 6 through 12 are exercised, the contract completion date remains 622 calendar days after the award of the contract. If Option 3 is exercised, 40 days will be added to the contract completion date.
c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for Line Item 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
d. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
e. If any of Line Items 2 through 12 are exercised, additional bonding and consent of surety is required.
Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
