Instructions

INSTRUCTIONS
It is anticipated that the J.G-2 will only be utilized for Non-Pre-Priced Construction Task Orders and will not be used for Recurring Work contract modifications.
1Preparation of Nonrecurring Work Task Order ProposalsIn response to the Government's Request for Proposal (RFP), the Contractor shall submit a price proposal utilizing the appropriate template in Section G. The RFP will direct the contractor to provide either a proposal that includes competitive subcontractor quotes or is developed from the most current version of a widely accepted estimating tool such as R.S. Means. Any proposal that contradicts the pricing methodology instructed in the RFP will be rejected. Price proposals shall be accompanied by a technical proposal and necessary documentation indicating that adequate planning was performed to accomplish the requirement identified in the RFP. Documentation may include an estimated project duration if the project completion time will be different than what is specified in the RFP, contractor prepared drawings/sketches, catalog cuts, or a preliminary schedule indicating: mobilization, submittals, material lead times, performance, phasing, etc. Regardless of the preparation method, the Contractor is responsible for submitting proposals that are complete, accurate, and reasonable in price. The proposal shall be valid for 60 calendar days from date of proposal submission unless otherwise specified in the RFP. Typically proposals are due between 14 and 30 days from issuance of RFP. For approximately five percent of RFP, the Contractor shall be prepared to respond to emergent and urgent requests requiring due dates to be within two to five days. The Contractor may submit a written request to extend the proposal due date, stating the reasons for the request. Additionally, the Contractor may have pre-proposal inquiries (PPIs) requiring a Government response. All PPIs shall be submitted in writing utilizing the PPI format by the date indicated in the RFP. Inquiries shall state a specific reference section/paragraph/page of the RFP or SOW (including SOW Attachments). Incomplete PPIs may be rejected and/or returned for corrections.

Proposal submissions shall include the following:

I. Cover Letter (See Additional Instructions Item #3) II. Technical (See Additional Instructions Item #4) III. Price (Shall include Excel version of appropriate template in Section G):

If R.S. Means is selected as the commercially available estimating tool, the City Cost Index for Tacoma, WA, shall be used for preparation of proposals for work that will be performed in Kitsap and Jefferson Counties. For work in other locations, the Contractor shall select the nearest city to which work will be performed.

Proposals prepared via competitive subcontractor quotes shall include the following information for each offeror 1) the total number and cost of direct labor hours to perform the project, 2) the total cost of materials, 3) the total cost of equipment,4) any other allowable direct cost as defined in the FAR, 5) total for mark-ups (overheads) (G&A) and 6) total for profit. The contractor shall attempt to obtain at least three competitive quotes from offerors commercially engaged in the type of work required in the Statement of Work (SOW); however, competition will be considered to be achieved with two subcontractor quotes. The Government will consider quotes competitive quotes when the variance between the high and low price is 15-20%, and will not require additional pricing breakout (See Item #6). The Contractor shall provide additional pricing information on MAJOR elements, definable features of work, or tasks of the SOW for the selected competitive quote when the variance between the high and low is greater than 20% (See Item #7). Discussions may be necessary to clarify provided pricing to ensure the SOW was fully understood or review provided calculations. In the event pricing is only obtained from one subcontractor, additional pricing information may be sought for the MAJOR elements, definable features of work, or tasks of the SOW to ensure there is a full understanding of the work to be performed and allow for a determination of price fairness and reasonableness OR, with the contracting officer’s agreement, the proposal may be resubmitted using a commercially available estimating tool (See Item Numbers 2-10).

2 FAR 15.403-4 requires certified current cost and pricing data be required for procurements which exceed the threshold, which is currently $2,000,000 $750,000, unless an exception from FAR 15.403-1(b)(4) applies, in which case the contracting officer shall not require certified cost or price data to support the contract action, but may require data other than certified cost or pricing data. Because non-pre-priced modifications and task orders for Contractor self performed work will be awarded without benefit of price competition, work awarded to the Contractor which exceeds $750,000 will require cost or pricing data and a certificate of current cost or pricing data unless an exception applies. Where subcontractor's are concerned, should an exception not apply, the same requirement for cost or pricing data applies when the subcontract exceeds $750,000. Per FAR 15.403-1, the following situations would not require cost or pricing data.

1. A subcontract is price competed.

2. The prices agreed upon are based on prices set by law or regulation. (Applies to prime and subcontractor work.)

3. When a commercial item is being acquired (Applies to prime and subcontractor work.)

4. When a wavier has been granted. (Would require the Government obtain a waiver.)

5. When modifying a contract or subcontract for commercial items.

3The contract contains the clauses 52.215-11, Price Reduction for Defective Certified Cost or Pricing Data - Modifications and 52.215-13, Subcontractor Certified Cost or Pricing Data - Modifications. The Prime Contractor and its subcontractor's shall automatically provide the required Certificate of Current Cost or Pricing Data at the conclusions of negotiations whenever it is required as outlined by FAR 15.403-4 and an exception does not apply.
4A cover letter shall accompany the proposal and shall at a minimum include: Contract and Work Order Number, Project Title, Proposal Type (e.g. competed, single source, or R.S. Means), Number of Offerors Solicited and Received (competitive quotes), Performance Period, Proposed Price, Proposal Validation Period (if other than 60 days), and Name/Title/Signature of person authorized to sign the proposal.
5Regardless of pricing methodology, the technical proposal shall include a proposed construction schedule, Site Visit Attendance Roster of subcontractors (competitive quotations) or, list of planned sub-contractor(s) (R.S. Means) and other documents required by the RFP. Proposal must be supported by necessary documentation to indicate that adequate planning has been done to accomplish the requirement as identified in the RFP.
6When submitting proposals which contain price competition of subcontracts, the Contractor shall submit a summary of the price quotes received on the Competed Subcontractors tab, indicate which quote was accepted, and if not the lowest price, explain why the lowest price was not acceptable, such as the price quote did not include all of the work or the reasons why the Contractor's technical proposal was unacceptable (e.g. the price quote did not include all of the work or the reasons why the Contractor's technical proposal was unacceptable).
7When submitting proposals requiring additional pricing information, including single source, the Contractor shall provide at a minimum the following items on the Subcontractor Estimating Tool tab:

a. Detailed Breakdown of Subcontractor Direct Labor

b. Detailed Breakdown of Subcontractor Direct Materials

c. Detailed Breakdown of Subcontractor Equipment Material, labor, and equipment related to one task shall be included on the same row. Mark-ups, overhead, and profit shall be calculated separately on the Construction Work Summary tab and not included as lump sum.

8The Contractor may submit proof that a single source subcontractor's price is fair and reasonable by providing a copy of a GSA catalog price which is very close in price to the single source proposed price; however, the GSA catalog must clearly demonstrate that the supply or service being proposed is an identical item.
9When submitting a proposal based on a widely accepted estimating tool on the Subcontractor Estimating Tool tab such as RS Means, the Contractor shall state the name, date, and version of the tool utilized, so that the Government may verify the accuracy of the proposal. Additionally, when submitting Pre-Priced Work, the Contractor shall provide the Excel format of the proposal. Waste and Excess Quantities are included in Completed-in-Place Construction Quantities. All prices in R.S. MEANS Cost Data Books are for completed-in-place construction unless explicitly described otherwise. Waste or excess material quantities are incidental costs that are included within the contract mark-up rate unless explicitly stated otherwise. Quantities used on individual Task Order proposals shall be taken from field measurement or drawings, as appropriate, without allowance for waste.
10The Contractorshall not edit gray shaded calculation cells.
11Additional instructions will be provided on how to complete this form on each worksheet.

1Add an additional price column after column G for each option in the task order to allow pricing a separate option CLIN.
2If multiple subcontractors are utilized and each have different overheads and profit, lines 7 through 16 will have to be duplicated for each subcontractor.
3Link Direct Costs From Subcontractor's Worksheet(s) to lines 7 through 9.
4The profit rate for the prime and the subcontractor(s) will be negotiated based on complexity.
5Subcontractor Field and Home Officer Mark-up Rates which exceed 10% and 3%, respectively, requires that the subcontractor provide a DCAA audit or if not available a workbook which demonstrates how the Mark-up Rates were calculated.
