SECTION M - EVALUATION FACTORS FOR AWARD
SECTION M
M.1 BASIS FOR AWARD
1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.
2. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
4. All technical factors are equal to each other, and when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are significantly more important than price.
5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.
M.2 EVALUATION FACTORS
(a) Price:
Basis of Evaluation: The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitation. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
(i) Comparison of proposed prices received in response to the RFP.
(ii) Comparison of proposed prices with the IGCE.
(iii) Comparison of proposed prices with available historical information.
(iv) Comparison of market survey results.
(v) Fair and reasonable CLIN and ELIN/unit pricing
(b) Non-Price Factors:
(1) Factor 1 – Corporate Experience:
Basis of Evaluation: The minimum standard for Corporate Experience has been met when the Offeror has demonstrated adequate experience in successfully performing at least one (1) recent and relevant project of similar size, scope and complexity to this requirement. Beyond the minimum standards, the Government will consider the depth and breadth of the recent and relevant experience, focusing on performance of technical specifications to be performed under this contract, to evaluate the level of risk of unsuccessful performance. The assessment of the offeror’s recent and relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. The Government will review only five (5) projects actions. Any projects submitted in excess of the five (5) project limit will not be considered.
Experience performing as a prime contractor may be considered more favorably than experience performed by the Offeror as a subcontractor, or by a proposed subcontractor. Projects submitted by Joint Ventures, where the Joint Venture firms performed together (either as partners or in a prime-sub relationship) may be viewed more favorably than contracts submitted in which the Joint Venture firms did not perform together.
With the exception of offerors covered by Mentor-Protégé Agreements approved by the Small Business Administration, if the offeror is a Joint Venture (JV), each member of the JV must demonstrate experience on at least one relevant project. If each member of the Joint Venture does not have at least one relevant experience project, then the offeror will be considered unacceptable.
For multiple award contracts (MACs) or indefinite delivery/indefinite quantity (IDIQ) projects, the specific relevant task order, not the entire MAC or IDIQ contract, will be considered a project for evaluation purposes.
(2) Factor 2, Management: Management Approach:
Basis of Evaluation: Factor 2 will be evaluated as an overall factor with no subfactors. The Government will evaluate the management approach considering the extent to which the offeror demonstrates a clear understanding of the requirements of the project. The Government will evaluate the effectiveness of the approach to determine the likelihood that the work will be performed in accordance with the requirements of the RFP. The degree to which the offeror demonstrates a management plan that demonstrates an effective and resource efficient approach to management of their workforce; labor; quality management; scheduling; phase-in and phase- out plans; and energy management will be evaluated.
Please note, statements such as “will comply”, or “noted and understood”, without supporting narrative to define compliance are not acceptable. Cursory responses or responses which merely reiterate or reformulate solicitation language may not be considered as satisfying the requirement of the RFP or as demonstrating the ability to perform.
(3) Factor 3, Technical Approach:
Basis of Evaluation: Factor 3 will be evaluated as an overall factor with no sub-factors. The Government will evaluate the degree to which the offeror’s technical approach:
a.Demonstrates adequate staffing levels on an overall level, as well as for each annex, sub-annex, and spec item supported by a reasonable Basis of Estimate (BOE), a reasonable understanding of the requirements and labor quantities and skills needed to successfully perform. Offerors who fail to provide a completed hard copy and MS EXCEL version of the Attachment JB-2 J-5 for the total effort to include the prime contractor and all subcontractors for the base period will be considered unacceptable. The Government will also evaluate the degree to which the technical approach demonstrates realistic labor (direct and indirect), material, and equipment in relation to the work to be performed that reflects a clear understanding of the requirements, and is consistent with other portions of the offeror’s proposal. Offerors who propose staffing that falls short of Government expectations without a logical explanation of how it will be able to perform at its proposed staffing level may be rated less favorably or found unacceptable, depending on the risk assessment.
b.Demonstrates an approach/methodology to effectively achieve performance objectives and standards for each annex, sub-annex, and spec item that reflects the current industry and/or commercial practices, standards and procedures for each major task, including the extent to which (i) the offeror’s methodology clearly demonstrates an approach to performing service on the systems for applicable sub-annexes to include but not limited to PM and Directive Maintenance requirements; (ii) the offeror demonstrates an understanding of all limits of liability identified in each respective spec item; (iii) the methodology demonstrates a state-of-the-art maintenance and repair program that ensures equipment and systems are maintained fully functional in accordance with design parameters and OEM specifications; (iv) the methodology presents a labor efficient approach that ensures best industry practices are applied to accomplish all requirements (v) the approach demonstrates an understanding of supply chain management necessary to ensure materials, supplies, and equipment availability meet contractual delivery timelines; (vi) the approach demonstrates an understanding of current industry standards, policies, procedures, and processes utilized in accomplishing the complexity and magnitude of service requirements set forth in the performance objectives and standards of the Performance Work Statement.
c.Demonstrates an effective approach to how they will staff and complete the requirements in the PWS to cover the workload of approximately 25,000 service orders, across the contract AOR, during each performance period in the categories provided in the solicitation.
d.Demonstrates an effective approach to how it will implement: 1) data entry in the Government MAXIMO and the Defense Medical Logistics Standard Support (DMLSS) and 2) Infrastructure Condition Assessment Program (ICAP) requirements in technical specification 1501000 Facility Management.
e.Demonstrates an accurate understanding of the potential, relevant risks to be encountered during contract performance as well as an approach/contingency plan to effectively mitigate risks across all annexes and sub-annexes.
(4) Factor 4 – Safety:
The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The Government will evaluate the Offeror’s overall safety record, the Offeror’s plan to select and monitor subcontractors, any and innovative safety methods that the Offeror plans to implement for this procurement.
The Government’s sources of information for evaluating safety may include, but are not limited to, OSHA, NAVFAC’s Contractor Incident Reporting System (CIRS) in Enterprise Safety Applications Management Systems (ESAMS), Contractor Performance Assessment Reporting System (CPARS), and other related databases. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror. The evaluation will collectively consider the following:
- Experience Modification Rate (EMR)
- OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) and OSHA
Total Recordable Case (TRC) Rates
- Offeror Technical Approach to Safety
- Other sources of information available to the Government(if Government determines necessary)
(1) EMR: The Government will evaluate the EMR to determine the extent to which the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.
(2) DART Rate: The Government will evaluate the DART Rate to determine the extent to which the
Offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact the rates. Lower OSHA DART Rates will be given greater weight in the evaluation.
(3) TRC Rate: The Government will evaluate the TRC Rate to determine the extent to which the Offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact the rates.
(4) Technical Approach to Safety: The Government will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The Government will also evaluate the narrative to determine the degree to which any proposed innovations may enhance safety on this procurement and validate the Offeror has addressed methodology to be used in the execution of an effective program that facilitates sound mishap prevention techniques/processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. Those Offerors whose plan demonstrates a commitment to hire subcontractors with a culture of safety and who propose innovative methods to enhance a safe working environment may be given greater weight in the evaluation.
(5) Factor 5 – Small Business Utilization:
(ii) Basis of Evaluation: Offerors will be evaluated on the following:
a.Achievements:
(1) The extent to which the proposals and other performance information (i.e. small business achievement records and ISRs) available to the Government demonstrate a history of successfully supporting Government policies concerning utilization of small business concerns as subcontractors including, when applicable, achievements against established small business subcontracting plan goals.
b. Small Business Participation and Commitment
(1) Quantitative degree to which small business (including small business in all socio-economic categories) will participate in the acquisition relative to the total contract value.
(2) The extent to which small business concerns are specifically identified by name and socio-economic category in the proposal
(3) The levels of small business participation proposed and the degree of commitment to use named sources (formal agreements/letters of intent).
(4) Complexity and variety of the work small businesses are to perform.
(5) Realism and the likelihood of success in achieving the small business objectives of this acquisition.
Forms to be used for offeror submission of Small Business Utilization Factor information are:
Attachment J-7– Small Business Achievement Record Attachment J-8 –Small Business Participation and Commitment Strategy
(6) Factor 6 – Past Performance:
Basis of Evaluation: The Government will evaluate how well the Offeror performed on the projects submitted under Factor 1 – Corporate Experience and on other contracts documented in known sources.
The government will consider the recency and degree of similarity between the example project and the subject contract, using the parameters established in Factor 1 as a guideline.
The Government will also evaluate the degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:
– A pattern of successful completion of tasks;
– A pattern of deliverables that are timely and of good quality;
– A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and
– Recency of tasks performed that are identical to, similar to, or related to the task at hand.
In the case of offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonable assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)), and will receive a Neutral Confidence Rating.
