The contract term shall be for a base period of up to twelve (12) months with seven (7) option periods (twelve (12) months each), commencing within 60 days after notice of award. At the time of solicitation issuance, the anticipated required start date of services is 01 October 2019.
The Government has the option to extend the term of the contract in accordance with Section I, Option to Extend the Term of the Contract” (FAR 52.217-9) (Mar 2000) clause. If the Government requires a shorter base period or exercises an option for a period shorter than one (1) year, the proposed ELIN prices will be used as the basis for establishing the reduced period. (b) Non-price Factors (Volume
II) :
With the Corporate Experience having such an impact on the overall evaluation of the offeror proposals, it is restrictive to include this criteria with the [technical] page limitation. With the current page limitation, if an Offeror only provides the minimum of 1 citation, they will have several more pages for their technical response than an Offeror that provides the maximum of 5 and vice versa. Will the Government consider allocating a separate page count, outside of the 60 pages, for the Corporate Experience? Suggest 25 pages for the Section to allow an offeror that is providing the maximum of 5 contracts the space to clearly demonstrate relevancy?
This will allow all Offerors the same opportunity to be able to demonstrate how each citation is relevant without hindering a complete approach to all technical factors within separate page count allocations, which therefore allows for a fairer competition.
No, Factor 1 - Corporate Experience Solicitation Submittal Requirements remain unchanged.
(b) Non-price Factors (Volume
II) :
The Government does not reference a table of content. Is a table of content required? If so, will the Government confirm it is outside page count?
A table of contents, list of figures, acronyms, letter of transmittal or cross reference matrix are not required or desired per the solicitation submittal requirements.
Tab I
2.4.1
The instructions state this Tab is to be in a sealed envelope. Are these files required to be included on the
CD?
No, Reference revised Section L per amendment 0006.
Through our analysis of the USW CBA we have identified that the current multi-employer pension plan is critically underfunded. Will the Government request an estimate of the potential with withdrawal liability from the USW and provide this to Offerors?
The government provided the CBA's for informational purposes only.
L.6(b)(5)a.(1)
Offerors are required to submit Attachment J-7 Small Business Achievement Record for each project cited under the Corporate Experience Factor. Each project’s entry in Attachment J-7 is nearly one full page when completed. If Attachment J-7 entries are completed for all 5 projects allowed under the Corporate Experience Factor, this will consume 5 pages of the total 60 page limit for Volume 2. Will the Government consider excluding Attachment J-7 Small Business Achievement Record from page count?
See revised Section L per
L.6(b)(5)a.(2)
Individual Subcontracting Reports (ISRs) are three pages each. If ISRs are submitted for all 5 projects allowed under the Corporate Experience Factor, this will consume 15 pages of the total 60 page limit for Volume 2. Will the Government consider excluding ISRs from page count?
See revised Section L per
L.6(b)(5)b.(1)
Attachment J-8, Small Business Participation and Commitment Strategy is approximately 9 pages in the format provided in the RFP.
Including the 2 page Introduction/Executive Summary at the beginning of the Attachment, and the 5 page supplemental narrative also required in the Attachment, Attachment J-8 will consume 16 pages of the total 60 page limit for Volume 2. Will the Government consider excluding Attachment J- 8, Small Business Participation and Commitment Strategy from page count?
See revised Section L per amendment 0006.
L, Clauses Incorporated By Full Text

(b)
Requirement: "The non-price proposal shall not exceed 60 single-sided or 30 double-sided pages. Pages exceeding the 60 single-sided/30 double-sided page limitation shall not be evaluated."
Question: Considering the emphasis on technical performance combined with past performance being significantly greater than price, will the government please increase the page limit to 100 pages? By contract, Solicitation N6945018R1800, which had similar non-price submittal requirements and the same evalaution factor, allowed offerors 200 pages for the non-price response.

a. General Information: The price proposal and non-price proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume 1: Price Proposal” and “Volume 2:
Non-price Proposal”. Should there be a discrepancy between paper and electronic information, the paper copies shall govern.

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
The relative order of importance of the non-price evaluation factors is all technical Factors 1, 2, 3, 4 and 5 are of equal importance to each other, and when combined are of equal importance to the past performance evaluation/performance confidence assessment Factor 6. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are significantly more important than price.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
L.6 PRICE AND NON-PRICE PROPOSAL SUBMITTAL REQUIREMENTS
