DEFINITIONS AND ACROMYMS

Definition/Acronym Description

Bare Pavement Free of frozen precipitation down to the surface of the pavement. Bare pavement does not mean completely dry and may still have frozen and/or liquid precipitation in the holes, pores, divots, seams and cracks.

Building Entrances Includes steps, ramps, landings, porches, and path from sidewalk or parking area to door.

Clear Free of debris, as defined below.

Debris Includes, but is not limited to, paper, cans, bottles, limbs, branches, tree needles, pinecones, leaves, sand, soil, aggregates, grass, metals, and other items that do not belong in that location.

End of Cleanup Defined as when the Contractor has met all performance objectives.

End of Precipitation The end of the hour during which the Contractor and the KO or designated representative mutually agree the precipitation has ended

EPA Environmental Protection Agency

Cleared Street, Road, Parking Lot, Sidewalk, Building Approach, Steps or Ramp

A paved or improved area in which the following conditions are met:

Clear, Dry Area – The entire area of responsibility is as close as possible to clear and dry.

Not more than one inch of snow and ice shall remain on the area, including hard packed snow.

Full Width – Area includes the full width of the paved and improved area of the streets

(including paved shoulders), roads, parking lots, sidewalks, building approaches, steps or ramps. The snow and ice is removed to at least the outer edge of the entire area of responsibility, so that the outer edge is exposed, unless otherwise specified.

Obstructions – Where obstructions such as utility poles, sign posts, fire hydrants, gates, security barriers, trees, etc., exist between or are in the midst of the streets, roads, sidewalks or parking areas: snow shall be cleared around these objects down to the required finished depth (by hand if necessary) so that streets, roads, sidewalks or parking areas are not blocked with snow.

Foreign Object Debris

(FOD)

Any foreign object external to an aircraft that can cause damage. Examples include nuts, bolts, safety wire, baggage tags, misplaced tools, sand, rocks, asphalt chunks, birds, snakes and, rodents. Any item(s) on a landing pad that may be picked up by an aircraft and potentially cause damage to any part of the aircraft or surrounding buildings.

Ice

(Taken from FAA AC

150/5200-30C)

The solid form of water consisting of a characteristic hexagonal symmetry of water molecules. The density of pure ice is 57 lb/ft3 (913 kg/m3), which is 9 percent less dense than water. Compacted snow becomes ice when the air passages become discontinuous at a density of about 50 lb/ft3 (800 kg/m3).

Initiation of Work The Contractor shall initiate work as required to maintain streets, roads, parking lots, sidewalks, building approaches, steps and ramps within the performance standard for snow removal and sanding.

Mission Critical Road Roads essential to meet the commands’ mission and provide access for emergency response vehicles. Mission Critical Roads are identified in red on Attachment J-1503060-04. See

Attachment J-1503060-05 for a list of roads.

New Storm Any precipitation occurring after the “End of Precipitation” defined above.

Outlying Paved

Surface

Outlying paved surfaces are lesser traveled areas and are identified in yellow in J-1503060-

04 and listed in J-1503060-05.

Passage The movement of persons or vehicles across paved surfaces.

Proper Disposal Means to ensure metallic and non-metallic materials are disposed of in the appropriate manner, per local, State and Federal regulations.

Properly Swept Sweeping a single pass over an area that is not covered with unusual spill or debris deposits, using a properly operating mechanical broom-type sweeper. May require occasional hand work to move debris to areas so the sweeper can collect it.

Primary Roads These are the main roads for vehicles to ingress or egress through the security perimeter

J-1503060-01

DEFINITIONS AND ACROMYMS

Definition/Acronym Description and transit the installation. These roads, depending upon the installation size, could be arterial in nature, but are generally the main collector roads on the base. Primary Roads are identified in blue in J-1503060-04 and listed in J-1503060-05.

Secondary Roads A road supplementing a main road, usually wide enough and suitable for two-way, all-weather traffic at moderate or slow speeds. These roads typically feed the collector roads and could be paved or unpaved. Secondary Roads are identified in green in J-1503060-04 and listed in J-1503060-05.

Snow (on the ground)

(Taken from FAA AC

150/5200-30C)

A porous, permeable aggregate of ice grains, which can be predominately single crystals or close groupings of several crystals.

Snow Event Any occurrence of frozen precipitation that results in visible accumulation of snow or ice on paved surfaces.
