C- 1502000 , Spec Item 3.3
Requirement: The Spec Item states, "The Contractor shall provide maintenance and repair for specified equipment in accordance with directives to ensure proper operation, to minimize breakdowns, and to maximize useful life."
Question: Will the Government please expound upon the definition of "directive maintenance?"
Specifically, how will the contractor receive DMs, and where do the directives originate? Are DMs typically recurring or non-recurring work items?
Directive Maintenance is a Specification where the Government directs the BOSC on when, what asset, what repairs and what maintenance procedure is to be performed. The Government issues the BOSC weekly and monthly schedules.
The six week schedule for cranes is sent out weekly to the BOSC, RCD and SWFPAC SPAR, and a long range schedule is sent out monthly. The BOSC follows the latest schedule to perform the spec items listed under directive maintenance. The Spec items describe what is required. The work load table J- 1502000-16 shows how many man hours are required at a minimum to perform the work under recurring work.
The job plans (maintenance procedures) for the cranes in the regional program are kept by code 751 in building 1034 at Bangor, either in a binder or in the individual crane history files. The SWFPAC job plans are kept by Lockheed Martin Crane Engineering in building 6401 as Access databases. PM's are generated by the BOSC from the job plans based on each individual crane and their requirements. The cranes are on a very short service window in 1502000 (5,7 or 10 days) depending on the type of crane. This is all in the deliverables.

Please clarify if the 24 ELIN Listing is correct, or if facilities associated with the 5 ELINS included in J-0200000-05 should be included in one of the 19 ELINs in the original J- 0200000-12. If assigned to the ELIN listing in the original J-02000000-12 document please provide the correct assignments for these facilities.
J-0200000-12 has the correct ELINs.

Will the government please provide the standard formatting convention for asset numbers in the CMMS system on-site, as well as the rationale for deviations from this convention?
J-1502000-07 Asset Numbering provides standard formatting convention for asset numbers. Deviation occur because some assets were added to Maximo for the purpose of this solicitation and have not been inventoried and tagged by the contractor.

17 0100000 Spec Item 1.2
The Government has added the following five (5) states to Project locations on this RFP: Minnesota, Montana, Nebraska, North Dakota, and South Dakota.
Based on the language in this spec item, the Government can order Fedmall or issue a task order within the 11 states listed. Is this a correct assumption?
Yes, there is no need to assume. Spec Item 1.2 states, "Task Orders and FedMall Orders for Nonrecurring Work may be issued for any location within the CNRNW AOR… Unless identified otherwise, FedMall orders shall be available for order at these locations."
17 0100000 Spec Item 1.2
Can the Government give prospective bidders an estimated number of times the contractor will have actions outside the State of Washington at each of the remote locations listed?
The Government has no historical data for work performed outside the State of Washington.
225 1700000 Spec Item, 3.1.4, Paragraph
Does the "maintenance, inspections, testing, and operations" portion of this paragraph only apply to transportation equipment listed in attachment J- 1700000-01 and cranes listed in Attachment J- 1502000-15 (as indicated by the informational note on page 130), or are there other pieces equipment and/or operations to which this applies?
No, this does not only apply to equipment listed in the contract. The Contractor shall provide WHE operations when dispatched to ensure requested operations are performed in a safe manner. This includes providing all labor, management, supervision, tools, material, and equipment required to perform WHE operations at any location as referenced in Spec Item 1.
This requirement not only covers equipment, facility, structure, material, etc. listed in the contract, it covers any and all maintenance, inspections, and testing of Government property and Government operations at various locations within the AOR described in Annex 1 and other Government facilities and installations in the AOR.
30 0200000 Spec Item 2.4
The RFP states: "The Contractor shall designate in writing to the KO, a Property Manager who is responsible for GFP, GFF, Government-Furnished Utilities, GFM, and GFE as it relates to, but not limited to security, safety, housekeeping, maintenance, and energy conservation. Within 30 calendar days after start of contract performance, annually, and upon completion of Contract; the Contractor shall conduct a complete inventory in coordination with the Government Property Administrator (GPA), prepare documentation, and sign receipt for those items listed in J-0200000-04.
The exact quantity and nomenclature of facilities, equipment, materials, and supplies on-hand at start of work may vary from that listed in J-0200000-04.
Any property listed in J-0200000-04 found not suitable for contract use by the Contractor, shall be handled per requirements for Disposition of Government Furnished Property specified below.
The Contractor shall notify the Government of any shortages. See Section F. The Government shall have the option of providing the Contractor with comparable equipment or making an equitable adjustment to the contract price. Government furnished items shall not be removed from Government premises unless specifically required by the PWS or the KO provides written approval in advance or the items are used to perform authorized work under the contract.
When will the Government provide the contractor with comparable equipment or make an equitable adjustment to the contract price? In all of the following situations: within 30 calendar days after start of contract performance, annually, and upon completion of contract? If not, when?
Refer to Section F Spec Item 2.4: The contractor shall submit GFP Shortage Notification NLT 30 days after contract start. The Government will make an equitable adjustment or provide comparible equipment after the request is initially made.

33 0200000 Spec Item 2.4.4
The RFP states: "The Government will make Government-Furnished Equipment (GFE) available to the Contractor for the performance of this PWS.
Complete listing of GFE are provided in J-0200000- 04c and J-0200000-04d. The use of this GFE for other purposes is prohibited. The contractor shall replace this equipment at the Contractor's discretion and expense. At the termination of the contractor shall return all "non-replace" GFE to the Government in the same or better condition than issued to the Contractor minus fair wear and tear.
The Contractor retains title for the equipment replaced by the Contractor."
A significant amount of the GFE is past its intended useful lifespan and needs to be replaced.
Will the Government consider changing the GFE requirement to Offerors must provide vehicle, tools, and equipment for any GFE which is declared beyond economical repair (BER)? Our understanding is that much of the GFE on the contract is in very bad shape and maintenance costs are much higher to maintain than normal.
No. Per Spec Item 2.4: All such facilities, materials, and equipment will be provided in “as is” condition. The furnished property listing shall not be construed as being sufficient to meet the requirements of this specification. Any property listed in J-0200000-04 found not suitable for contract use by the Contractor, shall be handled per requirements for Disposition of Government Furnished Property specified below.
102 1502000 Spec Item 3.1, paragraph
The PWS states: "The Government may combine multiple maintenance or repair requirements received for the same building or structure at the same time into one service order as long as the service order limits of liability is not exceeded."
Pyramiding of work orders like this increases the contractor risk and increases cost to the Government to cover these risks. Is the Government's intention to hold routine minor service order requests in order to combine and lower the service order count? Will the Government issue one work order for multiple trades/crafts at one location?
It will not be the intent to hold minor service order requests for the sake of combining to reduce the count of service orders. Normally, tenants require repairs or other work when first identified. In some instances, a facility may undergo a zone inspection, during which multiple deficiencies are identified. Refer to J-1502000-06 Historical Data for Service Orders and Bullets.

The RFP states: "The Government may combine Facility Bullets to accomplish a job or project so long as the combined value is equal to an existing Bullets size and the project does not exceed $10,000. Facility Bullets may be upgraded to the next higher value if the liability limit exceeds the initial Bullet threshold.
The Government may divide larger Bullets into smaller Bullets. A Facility Bullet may require more than one craft in more than one location if all work is related to a specific job. " When the Government combines Facility Bullets, will the Bullets that are combined into one count towards the satisfaction of the Quantities shown in the deliverable J-0200000-12 Exhibit Line Item Number's ELIN/Sub-ELIN x001AL?
Quantities of Facility Bullets are not specified on J-0200000-12. Quanties of Facility Biullets are specified in 1502000, Spec Item 3.1.4. The combination of bullets will count towards the quanties listed in Spec Item 3.1.4, i.e. when a Medium Bullet is combined with a Large Bullet to create an Extra Large Bullet, one each of the Medium and Large Bullets will be deducted from the count. When an Extra Large Bullet is divided into one Large Bullet and two Small Bullets, one Extra Large Bullet will be deducted from the count.
