Page Section Para. QUESTION GOVERNMENT RESPONSE
PWS Annex 1502000
Spec Item 3.5.15
This states in Part…."The Contractor shall provide onsite service every two weeks.
During this time the Contractor shall review daily water chemistry results, perform a water sample test, and ensure chemical feed and boiler blow down procedures are correct. “ How can daily chemistry results be done or water sampling be done if only providing onsite service every 2 weeks?
Shouldn't this be staffing 24/7/365 or not?
Please clarify
Government boiler operators are on site 24/7 and have the responsibility for daily logs. This spec item is stating the KTR shall review that information that is available from daily logs as well as perform a water sample test and spot checking that the chemical feed and blow down processes are performing correctly. These actions shall be contained to the one time every 2‐week onsite service.
Annex 1502010
Spec Item 3.4.10
Wil the Government provide historical workload for Electronic Systems Administration Services in order to price and staff this FFP requirement?

Spec Item 3.2.2 Informati onal Note
States "The Government operates the technical reference center for NBK Bremerton in B467, NBK Bremerton. The Contractor does not perform TRC services for NBK Bremerton facilities." This seems to contradict its self. Is the statement correct or does it need to be changed?
These statements do not contradict. These statement both indicate that the contractor does not operate the TRC at NBK Bremerton. The contractor operates the TRC at NBK Bangor.
J‐1502000‐ 08 and J‐ 0200000‐ 12 ELINs
Will the Government update J‐1502000‐08 Column N, Customer Code to match the ELIN Schedule as current codes are not enough to effetely or realistically figure out where each item goes? Column N is to generic and cannot be properly crossed referenced to J‐
020000‐12 ELINS.
Not all customer codes on J‐ 1502000‐08 Column N are found in the ELIN table. Some customers will be required to request service orders for assets that will only be repaired.

All Solicitation Question: With the volume of data provided in all the J attachments, the Holiday, and the relatively short time frame for response to Questions to be received, will the Government please provide an extension of the proposal due date of at least two weeks to allow an Offeror to perform due diligence?
Reference Amendment 0011 for the revised proposal due date.
Given:
• The large volume of data provided in the J attachments
• The Holiday on February 18
• The relatively short time frame for the Government to respond to Questions
• And the even shorter timeframe for those answers to be reviewed and incorporated into proposals.
We would respectfully request that the Government provide an extension of the proposal due date of at least two weeks to allow all Offerors to perform due diligence on the pending Answers to Questions so as to reduce risk and allow contractors to provide better pricing.

states, "The offeror shall describe the methodology to be implemented to accomplish the requirements in each annex and sub‐annex and detail how the proposed approach will effectively achieve each performance objective and standard across all annexes and sub‐annexes."
Question: Will the Government please confirm that Annexes 01, General Information, and 02, Management and Administration, are excluded from the requirements of this sub factor, as they will be evaluated as part of Tab C, Factor 2, Management Approach?

The OSHA Total Recordable Case (TRC) Rate requires the previous three calendar years' worth of data, which are noted as CY2015, 2016, and 2017. The other two requirements (EMR and DART) require CY2016, 2017, and 2018. Should the TRC require the same calendar years as EMR and DART?

Question: Based on Section L.6 Tab C (2) Factor 2 there is no requirements stated for energy and management. Will the governement remove this from the evaluation factors in Section M?
Reference revised Section L issued via Amendment 0012.
In the interest of fostering competition on the subject procurement, we respectfully inquire as to whether the Government will grant at least a two‐week extension to the deadline for proposal submissions to ensure we are able to deliver a responsive, high quality bid. We believe additional time would be in the best interest of the Government and offerors, so that offerors may efficiently address the awaited Government response to questions submitted on 17 January and 30 January, some of which have yet to be addressed. It is expected that certain Government responses will meaningfully impact proposal narratives and the pricing of our bid.
Reference Amendment 0011 for the revised proposal due date.
323 L.6.b Non‐Price Submittal Requirem ents
The referenced section states that "Offerors may submit the organizational chart (ONLY) using 11” x 17” size paper and it will count as one (1) page towards the overall page limit listed below." Due to the size of the contracted effort and associated staffing, the information required by the Factor 2 instructions in Section L (functions of the various groups of the organization, direct and indirect staffing, and associated trade classifications with skill level consistent with the FTEs and labor hours provided in Attachment J‐5 FTE Worksheet) will not fit on one (1) 11" x 17" page. In order to be compliant, will the Government confirm that the Offeror may provide two (2) 11” x 17" pages for the organizational chart, that each count as one (1) page towards the overall page limit?

L.5 EVALUATION FACTORS
The solicitation requires the evaluation of price and the following non-price factors:
Factor 1 – Corporate Experience Factor 2 – Management Approach Factor 3 –Technical Approach Factor 4 - Safety Factor 5 – Small Business Utilization Factor 6 – Past Performance
The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
The relative order of importance of the non-price evaluation factors is all technical Factors 1, 2, 3, 4 and 5 are of equal importance to each other, and when combined are of equal importance to the past performance evaluation/performance confidence assessment Factor 6. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are significantly more important than price.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
